The city government is perceived to have less effort executed to combat graft and corruption.
The latest Bohol Poll showed the net performance of the city government reduced from +9 last year to –7 this year. This, as far as “reducing graft and corruption†is concerned.
The results of the Bohol Poll were released last Monday while the city government was riddled with allegations of corruption mounting from the P6.3 million unliquidated cash advances as shown in the 2007 audit report of the Commission on Audit (COA).
The issue hugged banner stories in the local papers as city hall leadership withheld pertinent documents regarding the unliquidated cash advances. It took the office of the vice mayor to formally request the Commission on Audit in Manila to order the release of the supporting documents.
Only recently, Kagawad Oscar Glovasa, chairman of the committee on appropriations told his colleagues in the Sangguniang Panlungsod that the cash advances, including the P3 million of the city mayor were already liquidated. The statement of Glovasa came with a cover letter signed by City Accountant Kurt Bungabong.
The claim of cash advances already liquidated generated reaction from the minority bloc of the Sangguniang Panlungsod who demanded that a certification from the Commission on Audit be attached to authenticate the claim that indeed the said cash advances were already liquidated.
