A special election for the top two positions in the province-wide league of barangays was marred by political interventions. Said posts will be left vacant upon assumption of the newly elected local officials on June 30.

Vice Governor-elect Concepcion Lim who is Liga ng mga Barangay president will automatically vacate her post as well as ABC Danao President Romulo Cepedoza, the group's vice president who got elected as provincial board member during the May elections.

The political intervention came after Tagbilaran ABC President Faro Cabalit got the full endorsement of Tagbilaran City Mayor Dan Lim who was hell bent in his campaigning for support during the last three days prior yesterday's elections held at Hotel La Roca, this city.

Mayor Lim, through his radio program, enticed ABC presidents in the province to vote for Cabalit with the commitment for free trip to China.

In fact, on the eve of the election, it was reported that Cabalit was assured of 21 ABC presidents (out of 47) after the pronouncement for a free trip to China circulated among the barangay officials.

The mayor justified his offer of the travel perks as his way of showing support to Cabalit who is always in tandem with the mayor in his radio program. He likewise reacted that he wants to prove that he can mount an opponent against Vergara whom he said was supported also by politicians, referring to V-Gov-elect Lim.

The offer for the free China trip followed after barangay captains identified with Vergara were all set to fly for Hongkong which was already scheduled by the Liga as part of their benchmarking activities to other places.

"The Hongkong Trip" was not intended to buy votes since it was agreed upon much earlier by the Liga to be part of their educational and learning trip, according to the outgoing Liga president.

However, despite Mayor Lim's campaign for the city ABC president, Cabalit got only four votes against Mabini ABC President Crispina Vergara who pooled 38 votes.

Vergara was supported by Vice Gov.-elect Lim who is the Liga's outgoing president.

Her running-mate, Antequera's federated president Maxelinda Ayco was also elected as provincial federated LnB vice-president, garnering a total of 32 votes while her contender Panglao federated Liga president Cerino Hormachuelos got 9 votes.

DILG Regional Director Pedro Noval administered the oath of Vergara and Ayco as the new president and vice president, respectively.

Based on the attendance of the LnB, five towns ---- Loboc, Inabanga, Dauis, Pilar and President Carlos Garcia --- were not represented during yesterday's special election as their respective Liga presidents did not show up, said a staff of the provincial Liga office.           
Only the election for president and vice president was held even as the position for secretary is vacant due to the election of Joe Nicanor Tocmo as town mayor.

The post of treasurer was also left vacant by Vergara who run for president.

The LnB Bohol got the go-signal from the LnB national executive board to conduct the said special election so that there will be no vacuum of the presidency and vice-presidency.

Vice Gov-elect Lim resigned as Liga president last Friday to pave the way for the special election .

In her valedictory address, she wanted to be the Liga's adviser.

Vergara said in her inaugural but short speech that she was thankful to those who voted for her. She also urged her colleagues to work together for the betterment of the LnB.

JUDGE ARCAMO ISSUES TRO

RTC Judge Suceso Arcamo of Branch 47 issues a temporary restraining order (TRO) to hold the proceedings of yesterday's election for president and vice president of the Liga.

This surfaced after defeated Liga presidential bet Cabalit questioned the conduct of the special election of the vacant presidential and vice-presidential positions.

Judge Arcamo said the TRO is effective for 72 hours, "restraining the LnB Bohol provincial chapter thru its president Hon. Concepcion O. Lim and all persons acting in her behalf from holding the special election on June 19, 2010." "The court finds time of the essence and indeed there is an extreme urgency to issue a 72-hour TRO."

However, LnB Election Committee, composed of Liga presidents Romeo Labor, Rolando Ibale and Elenito Llorente, rejected outright the court order presented by Cabalit during the assembly of the LnB prior to the election because it (court order) was not addressed to the committee.

The court order docketed as Civil Case No. 7774 directed the LnB Bohol chapter represented by past president Concepcion Lim. Lim said she has already resigned as Liga president in the morning of June 18, 2010 but the court order was reportedly served in the afternoon of the same day.

The special election went on undisturbed.

Cabalit claimed the said election was irregular and violated the prescribed reglamentary period within which the said special election should be held based on the Election Code of LnB.

He said that the conduct did not observe the 15-day period upon which notices of such holding of special election shall be forwarded to all qualified LnB members, in this case to 48 members, including this city.

He said he only received the notice for the conduct of such election in less than a week's time.

After the rejection of the order, Cabalit skipped the election upon the advice of his counsel but his name was still included in the candidates for LnB president. He said he should not attend the election proceedings because in the first place it is "illegal" though his candidacy for president was considered. He was voted upon in absentia, however.

Under section 1 Article XI of the Constitution and By-Laws of the LnB, the incumbent national Liga executive board "is authorized to order the holding of such elections for the Liga chapter concerned." Thus, the 4th Liga executive board has passed Resolution No. 04-SPE-10-51- s. 2010, effecting such special election.

The national Liga board authorization of the special election is based on section 2, article XII of the same constitution and By-Laws that provides that in the event of vacancy due to "voluntary resignation" (in the case of Lim) te vice-president in the case of provincial Liga "shall assume the office for the unexpired term.

"In the case of a vacancy in the office of the executive vice-president and/or vice-president in the national Liga, the same shall be filled through an election among the bonafide and chapter members."

Vergara is said to serve only as ex-officio member of the provincial board until October this year when the barangay elections takes place or until qualified officers shall have been elected.

The conduct of said special election was witnessed by regional director Pedro Noval of the Dept. of Interior and Local Government, together with Comelec provincial supervisor Atty. Eliseo Labaria.

It was learned that the LnB special election was hurriedly conducted to pave the way for some 23 LnB members to depart today for "Lakbay-Aral" abroad in Macau, mainland China

Prior to the special election, some LnB members have already packed their bags, as if ready to go, when they arrived at La Roca Hotel where the election took place.

Lami na diay'g perks ang mga Barangay Captains ron kay daghan nag educational trips, etc. Maajo bitaw na kay sige nalang national officials tig dawat s amga maayong perks from the government hehehe....  ;D

hahay...makabung naman ning mga hitabua.....lisud na mupili kay halos tanan dili angayan......kurakot, curraption, pagnanakaw, pangawat, pangangamkam...name all and they are the same, and they are all the same!!!
