SK Without Kagawads

How will the Sangguniang Kabataan (SK) work as executive and legislative bodies of the youth in the barangays if only the chairman was elected with no SK kagawads running and elected in the recent elections?

The question was raised following the separate poll results in the municipalities of Loboc, Lila, and Buenavista. The election turnout showed that only SK chairman was elected with no single SK kagawad filing his certificate of candidacy (COC).

There are six barangays of Loboc, two in Lila and one in Buenavista, which experienced this kind of sad state of SK affairs after the polls.

The causes of this scenario are not yet known and as to how to remedy this remains a question, according to the Comelec provincial office in an interview last Friday.

Carol Tayem was unopposed and became SK chairman-elect without kagawads running in barangay Taytay, Loboc, Bohol. She got 8 votes out of 12 registered voters, according to Loboc Comelec office.

The same is true with Jake Jala, who got 17 of the 26 votes and became SK chair in barangay Poblacion Sawang, Loboc town. But he has no SK kagawads to deal with.

SK chairmen-elect Mary Rose Salig of barangay Ondol (Loboc), garnered 25 of the 37 votes; Ian Glenn Anino of barngay Gon-ob, had 7 of 11 votes; Lord Michael Calacat of barangay Kamayaan, got 21 of the 42 votes; and Mark Sabandal of barangay Kalunasan Norte, had 25 of 29 votes. All of them also have no SK kagawads.

In the town of Lila, Rex Ryan G. Tagac was uncontested and elected SK chair garnering 22 votes of barangay Candulang and Dyan Campilan of barangay Calvario was unopposed and got 20 votes. All have no kagawads.

Ronalyn Pacaldo obtained 25 votes and became SK chairman-elect of barangay Bato, Buenavista with no SK kagawads.

According to Angelita Sarigumba, Loboc assistant election officer, there were those interested to run for SK kagawad but probably it cost them money to have them drug tested, if not to stay away from being caught of drug use.

To cure this, certain guidelines through the Department of Interior and Local Government (DILG) must be followed, Benjie Oliva, a Boholano commissioner of the National Youth Commissioner, said in an interview yesterday.

Based on the presidential Executive Order issued in 2002, the vacancies of SK kagawads shall be filled up through appointment by the DILG secretary, Oliva said. But prior to this, the SK shall recommend who shall be appointed to SK kagawads.

He said however the said EO is only applicable in 2002. The NYC, in its meeting yesterday, would likely recommends for another issuance of the presidential fiat.
