SK and Barangay Elections Delayed

Filing of Certificate of Candidacies (COC) for the up-coming synchronized barangay and Sangguniang Kabataan (SK) is delayed anew, says the Commission on Elections (COMELEC).

The recent move has further dipped the candidates and the law enforcement agencies into confusion, apart from the fact that the House Committee on Suffrage and Electoral Reforms has put up an omnibus proposal to reset the October 29 2007 synchronized Barangay and SK elections.

Instead of the previous dates set for filing as determined by the Comelec to be September 14-19 as per its Resolution 8298, it has again reset the date of filing to September 29 to October 10 by virtue of the Resolution 8301.

The resetting of the date is the second change after the Comelec has issued in an en banc Resolution 8264 setting the date as October 11-18.

As this developed, the gun ban, which the Comelec and other law enforcement agencies have been tasked to implement is also moved from the enbanc resolution set date at September 29-November 23 to September 29 to October 13.

The Comelec, through another resolution earlier determined the start of the gun ban from Sept. 14 to November 13 as contained in Resolution 8298.

The recent reset was contained on another Comelec resolution as signed by Chairman Benjamin Abalos Jr., Commissioners Resurreccion Borra, Florentino Tuazon, Romeo A. Brawner, Rene V. Sarmiento and Nicodemo Tanner.

In related developments, the elections commission said they would still see to it that the mandatory drug test is implemented.

The mandatory drug test which would be demanded of Barangay Chairman, Kagawad, SK presidents and kagawads is in consonance with Republic Act 9165 or the Dangerous Drugs Act.

“By requiring candidates to undergo the mandatory drug test, the public will know the quality of the candidates they are electing and will be assured that only those who can serve with utmost responsibility, integrity, loyalty and efficiency would be elected to hold office”, Abalos explained in reports.

“All candidates therefore are asked to submit the drug test certificates to the local Comelec before October 18,” he added.
