President Rodrigo Roa Duterte presents to the media Norwegian Kjartan Sekkingstad, the remaining kidnap victim of the Abu Sayyaf Group (ASG), after being released by his captors on Friday (September 16, 2016) in Indanan, Sulu.
 
Ambassador Erik Førner and company, ah Kjartan ah the hostage, ladies and gentlemen. First of all, I would like to thank ah the efforts, the efforts beyond human ah patience, of ah Secretary Dureza and ah of course ah Nur Misuari, who all along assured us that ah he would need time but he would succeed. So he said ah many months ago and I would like to thank him also. And of course ah Sakur Tan, ah the former governor of ah Sulu. Ah It was a long, long negotiation, ah as far as I’m concerned, talk to Misuari. Even in the cabinet meetings, I had him called and ah he assured us that ah he could assured me that ah we would be able to recover alive and well Kjartan and so here we are.

Una sa tanan, ganahan nako pasalamatan ang mga paningkamot nga labaw sa pasensya sa tawo ni Secretary Dureza ug syempre ni Nur Misauri nga sugod sa sinugdan nipasalig nato nga kinahanglan niya ug oras pero molampos  siya. Miingon siya daghan na ang bulan nga milabay ug ganahan pud nako siyang pasalamatan. Ug syempre si Sakur Tan, ang gobernador sauna sa Sulu. Usa kadto ka taas kaayo nga negosasyon, sa sakop sa akong gikalabotan, nga pakipagsulti ni Misauri. Bisan sa mga miting sa gabinete, ako siyang ipatawag ug mipasalig siya nato ug kanako nga makuha nato nga buhi and mayo si Kjartan ug mao nga naa ta karon diri.
 
So the efforts actually belongs to Misuari, Secretary Dureza and Sakur Tan. I was just you know, there up directing the traffic of war and out to go about the job and simply just investing upon them the full authority to negotiate and ah  see to it that ah nothing of this sort will happen again.
Ang pagpaningkamot gikan jud nila ni Misauri, Secretary Dureza ug Sakur Ta. Ako, kahibaw mo, naa ra ko didto sa taas nagmando sa trapiko sa droga ug sa gawas padong mobuhat sa trabaho ug gihatag lamang nila ang bug-os nga awtoridad nga makignegosasyon ug isigurado nga wala nag ingani nga mahitabo ug balik.
 
Now the problem is “is it safe in Mindanao”. I cannot ah tell you now but we are trying our very best to put order in this country. We are rack with the so many problems, kidnapping in the south, terrorism, drugs which is really pulling us down. And ah I can say that ah we would need time I said to put everything in order.
Karon, ang problema kay kung dili ba delikado sa Mindanao. Dili mo nako maingnan karon pero naningkamot mi sa abot sa among makaya sa pagbutang ug kalinaw niini nga nasud. Tambak kaayo mi ug daghang mga problema, kidnapping sa South, terorismo, mga droga nga maoy na naghatak nato paubos. Ug maingon nako nga maningahanlan ta ug oras para mabutang ang tanan sa kahusay.
Ah That self-imposed time of 3-6 months, well, I did not realize how severe and how serious the problem of drug ah men is in this republic until I became president. So when I started to press everybody, so it was like a worm out of the can. And ah nobody would have believe that ah there would be about 700,000 new ah guys ah maybe probably in the, in the drug business ah that have surrendered to the police and military. But ah the problem is ah it was headline I cannot kill them all. You see, even if I wanted to, I mean ah that was what I said a preface in my statement. Even if I wanted to, I cannot kill them all because the last report would be this thick [hand gesture showing how thick] and ah prominent really, our barangay captains were there and just like other places, the barangay captains connive or cooperate or extend assistance to terrorists and drugs.
Kaniadtong akong giingon nga 3-6 ka bulan, wala pa nako naamgo unsa ka grabi ug kaseryoso kining problema sa droga ani nga republika hangtod nga nahimo kong presidente. Mao nga pagsugod nako ug duot sa tanan, mura siya ug usa ka ulod nga nigawas gikan sa lata. Ug walay nagtuo nga adunay mga 700,000 ka mga bag-o na tawo nga basin tingali  apil sa negosyo sa droga ang mosurender sa mga pulis ug military. Pero ang problema naa to sa headline nga di nako sila mapatay tanan. Kita nimo, bisan pa ug ganahan ko, ako ning giingon nga pasiuna sa akong pahayag. Bisan pa ug ganahan ko, di nako sila mapatay tanan kay ang miagi nga report ingani kabaga [ang kamot nagpakita unsa kabaga] ug prominente sa tinuod, atong mga kapitan sa barangay naa didto ug parehas sa uban nga lugar, ang mga kapitan sa barangay nikonsabo o nikooperar o nihatag ug tabang sa mga terorista ug droga.
Everything down here it seems to be… Well, in Manila, but down here on the ground it’s really a-a-a far different from what we would like to see that would happen. Ah I have ah… I-I think I will give it to congress ah to decide. Kaya sabi ko, “hindi ko kaya to maski gusto”. Even if I wanted to. But it was cut short by saying “I cannot kill them all”. That’s what the inquirer came out and “even if I wanted to”, I said to the soldiers yes-yesterday, “I cannot do it”.
Ang tanang butang nga naa diri sa ubos murag... sa Manila, pero diri ubos sa yuta kini lahi jud kaayo sa unsa atong ganahan makit-an nga mahitabo.  Akong gihuna-huna nga ihatag kini sa kongreso para sa paghukom. Mao miingon ko, "dili ni nako makaya bisan ganahan ko". Bisan ug ganahan ko. Pero giputol kini ug mubo pinaagi sa pag-ingon "dili nako sila mapatay tanan". Mao kana ang gipagawas sa Inquirer and "bisan ug ganahan ko", ako miingon ngadto sa mga sundalo gahapon, "dili nako mabuhat".         
This thick [hand gesture showing how thick] and that is why I joined the call for the postponement of the barangay elections. You know why? Because if you hold the elections now, drug money is still going around and the barangay captains, most of them, are really into it. They would just stay in power and this time, they have the money. And they will win. So we’ll have a narco politics on the lowest government unit which is the barangay. And that would be the start of our maybe, our perdition and agony.
Ingani kabaga [ang kamot nagpakita unsa kabaga]  ug mao kini ang rason nganong niapil ko sa tawag alang sa pag-uswag sa eleksyon sa barangay. Kahibaw mo ngano? Tungod kay kung inyong himuon ang eleksyon karon, naglibot pa ang kwarta nga gikan sa droga ug ang mga kapitan sa barangay, kasagaran nila, tutok ani. Magpabilin lang sila sa gahum ug karon, naa na silay kwarta. Ug madaog sila. Unya aduna na kitay nacro politics sa pinakaubos nga sangay sa gobyerno nga mao ang barangay. Ug mao na ang sinugdanan sa atong tingali, atong kapildihan ug kasakit.
Di ko pwedeng mag-mag eleksyon tayo ngayon maraming--, marami talagang bad dito sa Davao. And I never realized it. I-I-I didn’t even know. I said I, I am a president who holds office, I do not investigate. I do not ask questions. I only receive reports from the military and the police and the validation of PDEA.
Dili ko pwede nga mag-eleksyon ta karon kay daghan jud ug mga dili mayo diri sa Davao. Ug wala jud ko nakaamgo niini. Wala gani ko nakahibalo. Miingon ko, ako usa ka presidente kinsa naghupot sa katungdanan, dili ko mag-imbestigar. Dili ko mangutana. Modawat lang ko ug mga report gikan sa military ug pulis ug balidasyon sa PDEA.
So, this new list was there before me about two months ago. But I ordered a revalidation just to make sure and uhmm well uhh what’s really funny [inaudible] the Alcala. We we knew that uhh somebody was operating there but uhh with a… yeah, I I never- I I told the police to be very careful. Set it up. Do a clean job. Get the witnesses to be there including the media when you arrest. So that you’ll have a good story and we can prosecute. So that’s how bad things are right now.
So, kaning bag-o na lista kay naa na didto sa wala pa ko mga duha ka niaging buwan. Pero nagmando ko na magpabalidasyon ug balik para lang masegurado ug ang kataw-anan gyud [inaudible] ang Alcala. Kabalo ta na naay nagpadagan didto pero uban ang… yeah, wala gayod ko- ako giingnan ang pulis na magbinantayon ug maayo. Ipahimutang na. Pagbuhat ug limpyo na trabaho. Ipaadto ang mga saksi apil ang medya kung magdakop ka. Para naa kay nindot na storya ug maka-prosecute ta. So in-ana kabati ang mga butang karon.
But just give me a little extension. Maybe of uhh another six months. Then, [stutters] there was nobody ever. [inaudible] I didn’t have that idea that there was hundreds of thousands of people already in the drug business. And what is- what makes it worse is that they are operated now by people in governments especially those elected positions. So it will be government versus government. Nakita ninyo ang… closest barangay captains sat around with guns with bodyguards. So we just have to defang them. Get the police out of- as bodyguards. I will now uhh order uhh- I will not allow any policeman to act as a bodyguard of a barangay captain. If you take that you’re afraid of being killed, if you are there in the rural areas by the NPAs, then do not run for public office. Find another occupation. But uhh because from the- from the looks of it, it was really- it’s a government already doing the operation, the illegal drugs [smacks the podium]. And they just don’t realize it because it’s not their country.
Pero tagai lang ko ug gamay pa na oras. Basin lain pa na unom ka buwan. Dayon, [stutters] wala gawod bisa’g usa. [inaudible] Wala gyud koy ideya na naa na’y gatos ka libo na mga tawo na naa na sa negosyo sa droga. Ug ang nakabati pa ug samot ani kay gipadagan ni karon sa mga tawo sa gobyerno labina ang mga naa sa posisyon. Mao, mahimo kining gobyerno laban sa gobyerno. Nakit-an ninyo ang… ang mga pinakasuod na kapitan sa barangay kay naglingkod uban ang ilang mga pusil uban ang mga bodyguard. So kailangan lang nato na dli na sila makadaot sa uban. Dili na ipa-bodyguard ang pulis. Magmando na ko- dili nako tugtan ang bisag usa ka pulis na mahimong bodyguard sa kapitan sa barangay. Kung mahadlok mo na patyon, kung naa ka didto sa mga rural na mga lugar duol sa NPAs, ayaw nalang ug dagan sa posisyon sa gobyerno. Pangita ug lain na trabaho. Pero tungod sa tan-aw nako ani, ang gobyerno na gyud ang nagpadagan, ang illegal na droga [gidukdok ang podium]. Ug wala lang ni nila namatngunan kay dili ni nila nasod.
But uhh we go back now to the order and disorder, the the best that happen uhh this week to us was really the release of uhh Kjartan because uhh we are able to complete our promise to the Norway which is uhh giving us the good offices for a uhh space to talk. Vis-à-vis with the Communist Party of the Philippines. It has provided good offices to several countries for so many conflicts. And I salute uhh Mr. Ambassador of your country for being uhh peaceful. And uhh I I was joking to the Ambassador uhh. You are the descendants of the Viking who’re really fierce uhh fighters. If there’s a group there still remaining, could you just bring them here and uhh we’ll just let them loose somewhere in Basilan. But uhh the Slavs are uhh [stutters] are very peaceful uhh race now.
Pero mubalik ta karon sa pagkahan-ay ug pagkagubot, ang pinakanindot na nahitabo karong semanaha sa ato kay ang pagpagawas kay Kjartan kay nakompleto na nato atong saad sa Norway nga mao ang maghatag sa ato sa mga nindot na opisina para lugar sa pagstorya. Sa relasyon nato sa Communist Party of the Philippines. Naghatag sila ug mga nindot na opisina sa daghang mga nasod sa daghang gubot. Ug nisaludo ko ni Mr. Ambassador sa inyong nasod para sa iyang pagkamalinawon. Ug nagbinuang ko sa Ambassador, ikaw ang  kaliwat sa Viking na mga isog na mag-aaway. Kung naa pay nabilin didto na grupo, pwede ba ninyo na dad-on lang sila diri ug ato lang sila buhian didto sa Basilan. Pero ang Slavs [stutters] kay malinawon na kaayo karon.
And uhh again, uhh just uhh, salamat for uhh helping. And of course, he’s the only one who can do it because he has the problems of Mindanao at his fingertips. Has been there for quite a time. And if we succeed now, that wou- that would be a long journey also for him. From the time of Mr. Ramos to President Arroyo and now sa akin. Hopefully in the fullness of God’s time, he would be able to uhh establish really law and order in this country. There’s simply too many gangsters and terrorists. There’s simply too many battles here and there. And uhh, I assure you and I said uhh that when the time comes, I will inform you. I’ll just inform you and that uhh we’ll be enabled to catch up with them. [stutters] Nothing else except that uhh I’ll just say na.. your travails in life are over. Until such time that we get the- the one true justice. [stutters] We’ll give them. If that’s what they want.
Ug usab, salamat sa pagtabang. Ug syempre, siya ra ang makabuhat ani kay dali ra niya ma-access ang problema sa Mindanao. Dugay na naa didto. Ug kung malampuson na ta karon, taas pud na na biyahe para sa iya. Gikan sa panahon ni Mr. Ramos hangtod kay Presidente Arroy ug karon sa ako. Malaumon ko sa panahon na gitakda sa Ginoo, makatukod gyud siya ug balaod ug kahusay sa nasod. Daghan ra gyud kaayo’g mga gangster ug terorista. Daghan ra kaayog pakigsangka diri ug didto. Ug, akong gisegurado sa imo ug niingon ko na kung muabot ang panahon, ipahibalo nako sa imo. Ipahibalo lang nako sa imo ug makaapas ta sa ila. [stutters] Wala na’y lain gawas sa… muingon ra ko na… imong mga pag-antos sa kinabuhi kay nahuman na. Hangtod na maabot ang panahon na makuha nato ang usa ka tinuod na hustisya. [stutters] Ihatag nato sa ila. Kung mao na ila gusto.
Uhh, that is all for the evening, the Ambassador is uhh flying out uhh at 10. He’s going to just stay behind. Maybe- [interrupted by someone talking in the side] Uhh, he’s also leaving. Uhh, okay. You might want to just go around but uhh near my city, not there in the islands. I do not have a control over those. But you know I said terrorism is everywhere. New York just blew up. So, wala- wala tayong- there’s no escape of terrorism. That is the next great battle of the century. Terrorism and civilization. Those who believe in civilization, those who believe ehh maybe to less feel the end of the planet. Maraming salamat po.
Mao ra na tanan karong gabii, ang Ambassador kay mulupad na ig-10. Magpabilin ra ni siya diri. Basin – [nahunong tungod sa nagstorya sa kilid] Uhh, muhawa pud siya. Uhh, okay. Basin ganahan ka na maglibot-libot lang pero duol sa akong siyudad, dili didto sa mga isla. Wala koy control adto. Pero kabalo ka niingon ko ang ang terorismo kay naa bisan asa. Bag-ohay lang naay nibuto sa New York. Mao, wala gyuy ikyas sa terorismo. Mao na ang sunod na dakong gubat sa siglo. Terorismo ug sibilisasyon. Katong mga nituo sa sibilisasyon, katong mga nituo basin para dili kaayo mabati ang katapusan sa planeta. Daghang salamat.
