At least P30,000 or a brand new motorcycle is being offered in exchange for votes in the coming elections for the Liga ng mga Barangay (Association of Barangay Captains) and the Federated Sangguniang Kabataan (SK).

Two newly elected barangay captains and two other SK chairmen in the city have uncovered the vote-buying attempts by candidates for the presidency of the barangay and SK federations.

Elections for the Municipal/City Federated SK is slated on Thursday while Municipal/City ABC elections will be on December 11.

The federated polls is said to be crucial for both the opposing camps of City Mayor Dan Lim and City Vice Mayor Jose Antonio Veloso as the elected presidents will serve as ex-officio members of the Sangguniang Panlungsod (SP).

The outcome of said elections will determine the majority of the SP which is presently perceived hostile to the Lim administration.

Out of 15 barangays in Tagbilaran City, 10 barangay captains and 11 SK chairmen are said to be allied with City Mayor Dan Lim.

The mayor is believed to be supporting the bid of Taloto barangay captain Faro Cabalit for the ABC. He is being challenged by an equally strong contender, three-term Poblacion-II barangay captain Glorivic Yap-Dela Serna.

Cabalit, a former ABC president, ran under the mayor's ticket in the May elections but lost. He was reelected for a third term as barangay chair last October 29.

Dela Serna, whose daughter Poblacion-II SK chair Alberto Manuel Yap Dela Serna is also eyeing the Federated SK presidency, is the bet of Veloso's camp.

One barangay captain bared to the Chronicle that he was approached twice by emissaries of supporters of the two candidates. The first offered P20,000 while the second P30,000.

The elections could still go either way as some barangay captains were promised by as much as P70,000.

Meanwhile, a candidate for SK federated president is also reportedly offering a brand new motorcycle to fellow SK chairmen in exchange for their votes.

Alberto Manuel will be pitted against Poblacion-I SK chair Michael Kapirig, son of Kag. Edgar Kapirig. -- www.theboholchronicle.com
