Foreign ministers of the OIC member states issued Resolution No. 1/40-ORG on Requests for Observer Status and decided “To grant the Republic of Montenegro Observer Status at the OIC.â€
Wikipedia said Montenegro is a country in Southeastern Europe, which has a population of 621,081 people, some 19 percent of them, or 118,477, are Muslims.
The OIC’s new Charter says only a country with a Muslim majority may be accepted as member, but a country with a sizable Muslim population maybe accepted as observer, but only on the “consensus†of the 57 foreign ministers “and on the basis of the agreed criteria by the Council of Foreign Ministers.â€
So, if only one country opposes an application for observer, say like the Philippines’ bid, then the OIC will not accept or grant it.
