No More Time to Reset SK and Barangay Elections

FOR want of material time, a Commission on Elections (COMELEC) authority here believes it may be too late to assume reset the barangay and Sangguniang Kabataan (SK) elections slated October 25.
 
City Comelec registrar Atty Ariel Selma, at the recent Kapihan sa PIA aired live on DyTR said “the normal process of amending a law is just too tedious and considering the time left to get the amendment done, it may not get the immediate time most needed to get it though Congress.
 
He explained that an amendment to the law setting the local barangay and SK polls needs to get “through the mandatory three readings”, one on each session date, and the time to get it done is apparently absent.
 
Over the idea that the slated elections would breeze through, despite pending bills passed emanating from the House of Representatives and the Senate, the Comelec has passed Resolutions 9002, 9003, 9004.
 
The resolutions generally set the tone and put in place the ground-works for the scheduled manual polls, Atty Selma explained.
 
Again, the resolutions came prior to a guideline from the poll agency detailing the governing policies of the upcoming elections.
 
Comelec Resolution 9002 governs guidelines in the clustering of established precincts for the purpose of the barangay and SK elections.
 
Comelec Resolution 9004 are the rules governing the registration of the voters for the SK elections in 2010 while Comelec Resolution 9005 prescribes the rules and regulations governing the resumption of the system on the continuing registration for elections, Comelec information officer juvenal Beniga added.
 
The same resolution also mandates that the registration for the regular registrants started August 4-13 while registration for the SK started August 6 to August 15, 2010, from 8:00 in the morning to 7:00 PM, Atty. Selma added. 
 
As to the clustering of precincts, Selma explained that established precincts would be clustered to 400 voters at most, while smaller precincts where the SK registrants are can be clustered to a precinct at maximum of 500 voters.
 
Moreover, Comelec said needed during the registration would still be valid identification cards with signature of agency head issuing the cards, postal ids, drivers license and passports if any. (rac/PIABohol)
