the main root of the problems besetting this country have always been; (1) corruption occuring at all levels of government, and (2) policies that favor the capitalist. these are the two main reasons why a great majority of this country are hungry. naturally, reversing the situation would require an iron hand to impose law and order (walang, kaibigan, walang, kamaganak, etc...), and policies that would facilitate equitable distribution of wealth or any variant that comes close. in other words, we need a dictator. a dictator whose obsession is to mitigate poverty and ensure that all filipinos go to bed in their own homes with a full stomach every night. if i were president, i would be that dictator.

Corruption becomes widespread and worst during the implementation of the local government code championed by Nene Pemintel. This just expands the bureaucractic system of our government, the root cause of this number one evil of governance. Empowering so much people in the procurement process of government documents adds the burden to even the ordinary people, not to mention the cost of acquiring it.

the local government code was enacted on the belief of sen. nene on decentralization, empowering local government units on the theory that they know better the local scene. nene was just so trusting. now that we know that the lgc does not achieve the purposes it was envisioned, i think its time now to rethink/reconsider the provisions of the law. but i think that's not possible as long as nene is still breathing. he just believes that the lgc was given to him by God in Mt. hibukhibuk...hehehe

Calle, you're exactly right! All Nene thought about his pet law was flawless without looking different scenarios in all angles. He then thought that leaders of the local government are God-fearing like him kuno; that corruption is nowhere in the minds of these local officials kasi bulgar kuno kaayo sa mga local constituents. Bitaw, tinuod nga dali ra sila mabulgar. Ang seste, pakapalan na ng mukha ang nangyari. They take their position as an opputunity to enrich themselves without minding starving Juan de la Cruz to death.

corruption has become horrifyingly a part of our government system.. nadawat na pud sa katawhan.. sa pagkakarun, murag okay na nila (aw, apil pud ko ini kay i religiously attend to my duty as a citizen to vote on elections) ang lesser evil between the candidates. pity. sad. and ridiculous. and it hurts kay apil ko. governance has become a business of compromise between 2 evils when it should have been between the good and the better.. hahay.. maybe im just too idealistic of my views and opinions. but im also aware nga mao na jud ni mao botar ghapon ko. but this is not saying nga ok na nako ang corruption sa government. im just being realistic sa akong pagbotar.hehe its good to be realistic sometimes though. basta lang ang ideals of my youth remains.

Yes, possibilities are finite like winding twist and turns. It has to start within ourselves by showing our less fortunate brothers that we care. Unless we do that, the cycle remains.

JFK made history when he was elected as the first Catholic President of the US. Now, the US is on the treshold of cementing the will for a change by electing Barrak Obama as the 44th US President. You did not answer my question. I understand that it is possible to change, no doubt that is always a possibility.

I, however, was asking how would one change the system? Specifically, what must be addressed and acted on? What specific departments in bureaucracy? In the fiscal arena, etc etc.

I don't see any immediate solution of the situation except total revamp or civil war to revert the true nature of the pyramidal system. But it is so drastic and will inflict more damage than good. The situation here is like a total collapse of the moral fibers of society. Evil deeds are seemingly normalized as if they were acceptable because big crimes are committed by people in power. they are all looking after their own interest, and they know how to circumvent the laws because the laws are seemingly tailored or customized to fit their interest, for their own sake and not for the sake of the whole populace. Enzo, correct me if I'm wrong with my own perception.

The problem with our current political system is that it is flawed to begin with. Rampant corruption from the local level form the barangay to the municipality to the provincial level, the regional level and the national level.

We are stuck, so to say, in the milieu of political stasis of what was set in place to the functioning system. The political conscience resonates of the following, "sacrifice the entire system? too much time has been placed in said system to abandon it. It would look unfavorable in regards to foreign oversight and trade so on and so forth. "

I do not think it wise for a civil war, as it would only invite parasites from abroad to take advantage of the situation (in regards to Chinese surgency, Malaysian and Indonesian encroachment).

The Philippines has yet to be awakened. Sometime in the not-too-distant future, this country will be awakened either by a war that will shake the said foundations of Philippine society as to diffuse sentiments within said population to demand a total change of the political spectrum.

Time and History shall be the final judge. I pray we will still be alive to see the positive changes needed in Philippine Politics.
