Pascual B. Racuyal (fl. 1986) was a Filipino eccentric and aspirant for the Philippine presidency, whose perseverance despite total lack of success at that venture earned him folk status. Racuyal sought the presidency in every Philippine presidential election beginning in 1935 (against Manuel L. Quezon and Emilio Aguinaldo) until 1986 (against Ferdinand Marcos and Corazon Aquino).

There were questions as to Racuyal’s mental stability. Among his promises should he be elected to the presidency was to construct roads out of plastic to prevent their further deterioration. When he invited Manila Mayor Arsenio Lacson to be his running mate in the 1953 presidential elections, the latter called Racuyal “strictly fiction, utterly fantastic and incredible”. Nonetheless, as time passed, his repeated candidacy provided for an amusing mild diversion to a frequently heated election atmosphere.

Unlike Harold Stassen, the former Minnesota governor whose repeated runs for the American presidency earned him renown of a similar nature, Racuyal, a mechanic by profession, was never a credible political figure at any point in his life. His final attempt at the presidency in 1986 was thwarted after the Commission on Elections disqualified him as a “nuisance candidate”. - from Wikipedia

@HB, I haven't heard of his name until I read your post here. :)

John 3:16-18 ESV
For God so loved the world, that he gave his only Son (Jesus Christ), that whoever believes in him should not perish but have eternal life. For God did not send his Son into the world to condemn the world, but in order that the world might be saved through him. Whoever believes in him is not condemned, but whoever does not believe is condemned already, because he has not believed in the name of the only Son of God.

Pascual Racuyal according to Adrian Cristobal in his column in the Inquirer said that; "Pascual Racuyal is the perennial candidate for president since the first presidential election in 1935. His platform of government when elected is to envelop Manila with transparent plastic to protect the city from pollution." This opinion sounds eccentric if this was said in 1935 but if you try to analize it today Racuyal is a genius. In the desert of Arizona students from the University of Arizona built an artificial enclosed environment free from pollution making the theory of Racuyal in 1935 a reality.

Racuyal was in a way ahead of his time. He was a source of mild amusement to two generations of voters, but there was something earnest about his advocacy--to use a contemporary byword. I would rather have Racuyal as a candidate than the present crop of jokers who are neither idealists nor pragmatists but are plain greedy opportunists banking on name recall and institutional endorsements.
