press releaseHuman Right victims during the martial law period the late deposed president Ferdinand Marcos can now avail of formerly classified military records now made available to the public during a turn over ceremony marking the 39th anniversary of that infamous rule.
House of Representatives committee chairman on Human Rights Rep. Rene Lopez Relampagos (1st District-Bohol), these records are of great help to hasten the claims and compensation of human rights victims and their surviving kins.
Earlier, the first district congressman filed on Jan.3, 2011, House Resolution No. 01035
â€A RESOLUTION URGING HIS EXCELLENCY, PRESIDENT BENIGNO S. AQUINO III TO IMMEDIATELY ISSUE AN EXECUTIVE ORDER ORDERING THE FAITHFUL PRESERVATION AND SYSTEMATIC ARCHIVAL OF ALL MILITARY AND POLICE RECORDS PERTAINING TO VICTIMS OF HUMAN RIGHTS VIOLATIONS DURING THE MARTIAL LAW PERIOD FROM 21 SEPTEMBER 1972 TO 26 FEBRUARY 1986 AND OPENING SUCH RECORDS TO PUBLIC ACCESS AND SCRUTINY.â€
In a brief interview yesterday, Rep. Relampagos said, now that the martial law period human right violation documents are made public, his committee is looking at compensation to victims, separate from what the U.S. Federal District Court of Hawaii have favorably decided, which Congress had already recognized.
Some P10-billion, transferred to the Philippine government by virtue of the December 10, 1997 Order of the Swiss Federal Supreme Court, is now in a trust fund, which will be the source of compensation. These funds are part of the Marcos’ ill-gotten wealth, adjudged by the Supreme Court of the Philippines in the case G.R. No. 152154, GRP vs Sandiganbayan, a judgment that has become final and executory.
