Herrera to Cong. Chatto: Who paid for cell phones

Vice Gov. Julius Caesar Herrera yesterday said Cong. Edgardo Chatto should tell the people who is paying for the cellular phones that he has been distributing to the barangay captains.
“The people deserve to know the real score behind this,†he stressed.
Herrera said there are many questions that need to be answered in this issue.
First, he said that if this is a donation, the people deserve to know who is the donor.
“Nobody gets a free ride in this world. We need to know who is giving this away because we also want to know what the donor wants to get in return,†he added.
The vice-governor said this is only as far as the moral side of the issue is concerned.
“On the other hand, it is even more important that he will explain to us the circumstances surrounding this if it comes from government funds,†he added.
Herrera said he wants to know if it comes from Chatto’s pork barrel allocations.
“Until this time, he has not given us the list of the projects funded from his pork barrel so we want to know if this is part of it,†he added.
The vice-governor said if this is the case, the distribution is anomalous in the sense that the beneficiaries include barangay captains in other districts.
“The barangay captains in the second and third districts also have their own congressmen so they should be the one to do it,†he noted.
The distribution of cell phones to the barangay captains of Bien Unido town by Pureza Veloso-Chatto stirred controversy after Bien Unido Mayor Niño Rey Boniel and the barangay captains criticized the surreptitious manner in which these were distributed.
Boniel resented what he called was a set-up in the distribution which was orchestrated by his political opponent and Chatto’s camp.
The mayor said he does not have any problem with the distribution if he was previously informed about it.
Boniel said the barangay captains also denied claims that they were the ones who requested for the cell phones.
The distribution of cell phones to different towns in the province by Chatto has come under increasing scrutiny by the Herrera camp.
The vice-governor is asking why Chatto is giving it only now if he is really concerned about effective communication.
“Why did he not do it during his first term if not his first year in office?†Herrera asked.
He also questioned the propriety of distributing cell phones considering that most if not all barangay captains already have their own units.
