Vice Gov. Julius Caesar Herrera said he is humbled by the new mandate he received when he was reelected to a third term as president of the League of Vice Governors of the Philippines (LVGP).
            "I bow down to the desire of the majority in the LVGP," Herrera said in an interview before he went on leave for his vacation leave to the United States .
            The Bohol vice governor was unanimously reelected as LVGP president during the last national convention held at the Manila Heritage Hotel.
            His reelection was significant because it was the first time ever that a president in any league of elected officials was given the mandate for a third term.
            Aside from the LVGP, other leagues included the League of Provinces in the Philippines where Bohol Gov. Erico Aumentado served for one term, the Provincial Board Members Association of the Philippines , the League of Cities, the League of Municipalities of the Philippines , the Provincial Councilors League, the Association of Barangay Captains and the Sangguniang Kabataan.
            Herrera had repeatedly declared his preference for the election of a new president having served for two consecutive terms.
            Prior to his election as LVGP national president, Herrera also served the remainder of the term as national president of the League of Municipalities of the Philippines of then San Juan mayor now Sen. Jinggoy Estrada.
            In each of his two previous elections, Herrera went up against scions of powerful political clans but emerged winner each time.
            During his first term, Herrera trounced Cebu Vice Gov. John-john Osmena, son of former Sen. John Osmena.
            In his second term, Herrera had to turn back the challenge of Davao Vice Gov. Anthony del Rosario, son of incumbent Davao Gov. Rodolfo del Rosario who served as minister of Natural Resources during the time of ex-Pres. Ferdinand Marcos.
            This time around, Herrera was practically offering the LVGP presidency on a silver platter but no one was willing to accept the challenge including third-term vice governors like him.
            Most of the contenders said the LVGP is in good hands and it is "difficult" to follow in the shoes of a president who boasts of an impressive performance.
            Herrera, who was hesitant to accept the post another time until the last moment, felt he could not say no to his colleagues who gave him the unprecedented distinction.
            "It is a mandate that I have to accept," he added.
            Herrera is being considered the heir apparent of Aumentado who is also serving the last of his three terms.
            Although the vice-governor has refused to talk about his political plans, he is widely believed to be eyeing the post to be vacated by Aumentado who has repeatedly declared his support for Herrera as his successor.
