Filipino War Veterans to Get 198 Million US Dollars

About 20,000 surviving Filipino World War II veterans and their families are set to receive $198 million lump sums, as President Barack Obama’s $787-billion stimulus package passed by US Congress yesterday includes a provision addressing a 63-year injustice by recognizing their military service.

Foreign Affairs Secretary Alberto Romulo and Philippine Ambassador in Washington Willie Gaa yesterday hailed the passage of the bill that would give Filipino war veterans based in the United States $15,000 and those living elsewhere, $9,000.

Only Obama’s signature on the bill is needed to make this a reality for the Filipino veterans who were stripped of benefits such as health care, disability pensions, and burial expenses by the 1946 Rescission Act of the United States.

“I share the profound sense of joy that our nation and especially our Filipino World War II veterans feel with the passage in the US Congress of a law that recognizes their military service and grants them the benefits that they so truly deserve,” Romulo said in a statement e-mailed to media outfits.

“It has been a long and difficult struggle through the decades, but the effort was well worth it. Our brave and selfless veterans have served as a glowing inspiration for all of us and their faith and trust in our efforts have provided all of us a strong motivation to help secure justice for their cause,” Gaa said.

US enlistment records show there were originally 475,000 Filipino veterans who registered with the US Army.

Romulo said that in Section 1002, Title X of the stimulus package, also known as the American Recovery and Reinvestment Act of 2009, US “honors its promise to … one of its staunchest allies. The passage of this bill further cements and strengthens the foundations of our deep and historic partnership.”

Both Romulo and Gaa thanked the Filipino veterans’ supporters and advocates in the US Congress, among them Senators Daniel Inouye, Daniel Akaka, Harry Reid, Richard Lugar; former Senator Ted Stevens; Speaker Nancy Pelosi; and Representatives Bob Filner, Darrell Issa, and Mike Honda. He also expressed gratitude to the Philippine-US Friendship Caucus.

“I would also like to thank all our supporters in the Filipino-American community and most of all, our Filipino World War II veterans who never gave up the fight,” Romulo said.

“To the Filipino American community, take pride in this moment,” Gaa said. “Your advocacy and activism on this issue through the decades have been instrumental in this achievement.”
Both Romulo and Gaa also attributed the passage of this provision in the bill to President Gloria Macapagal-Arroyo’s strong advocacy and support for it.

Romulo said the President’s visit to Washington early this month -- for which she was severely criticized -- greatly contributed to the fruition of the decades’ long struggle.

The President’s “visit to Washington early this month came at a crucial time: the provisions on our veterans were in danger of being dropped in the midst of budgetary difficulties and demanding and new priorities. During that visit, the President met with key Congressional leaders and made a powerful pitch for our veterans,” the DFA secretary said.

The Philippine embassy in Washington said the average age of Filipino WWII veterans is 85 years old and some 10 die every day due to old age and disease. It said all Filipino veterans would likely pass away by 2015.

I know about this 2 or 3 months ago but sad to say nga wa nila ihatag sa akong magulang who represented my mother who is  91 yrs old. Maski  na sa disability sa akong magulang who survive from a stroke ning adto sija sa Waterfront Hotel sa Cebu para tabangan akong mother. Kung tiring na sa akong magulang ang travel unsa pa kaha sa akong mother nga tigulang na. So maski sa dala nga papers nga power of attorney ug papers from the local health center, wala nila i- recognize  kay gusto jod nila nga makaestoria si Mom. Hulat siguro nga mamatay ang beneficiary aron di na mahatag ang kuarta. Hope i'm wrong :(

The pentagon said they had  too many generals running around, so they decided to get rid of some of them. They offered $10,000 in severance pay for each inch of their body -- to be measured however they chose.

The Air Force general went first. He said he wanted to be measured from his head to his toe. He was 69 inches. He received $690,000.

Next up was the Army general. He wanted to be measured from the tip of his finger to the tip of his other finger. It was 80 inches. He received $800,000.

The two generals were very happy with their earnings.

Finally the Marine general came up. He said he wanted to be measured from the tip of his dick to the tip of his balls. The man said, ''Sir, do you know how much the other generals received?''

The general said no. ''Sir, they received $690,000 and $800,000 respectively, are you sure that is what you want measured?''

The general said, ''Just do it!''

The man dropped the general's pants and measured his dick. When he went for the general's balls, they weren't there. The man said, ''Sir, where are your balls.''

The general said, ''I left them back in Vietnam.''

sayang, ako sab nga dad, who was in the submarine during the 2nd world war, died in 1979 & mom is 91 as beneficiary, lagi kay sa ka tigulang akong magulang ang gisugo with the papers pero wa man i-reconized :(

Pagkahuman sa World War 11, ang guirella  giila sa mga Amerikano nga mga sundalo bisan ug dili completo sa training. Dunay enlistment ng gibuhat. Gipalinyaang mga Pinoy nga guirella. Kadtong wala nakaapil sa kombate sa nga Hapon miapil ug linya ug me take oath sila bilang mga "recognized guirella". Matod pa sa mga Amerikano hatagan sila ug "backpay" sa ilang pagkasundalo mao nga dunay talagsa nga dili tinuod nga guirella nga miapil ug linya. Ang ilang mga pangalan nahiapil sa lista didto sa Department of  National Defense sa Amerika.

Sila karon mga qualified pensioner isip Vetrans sa World War 11. Ang mga USAFFE

My grandmother was also a veteran. Mrs. Fortunata Tan Salvo.

She passed away in 1998.

She served The Philippines and the United States against the Imperial Japanese.

I salute my Lola Nating. And to all those who fought the Japanese occupiers.

True jud kato hinoong dle jud directly part sa war mao hinoon nagdawat ug benefits. 

My grandfather was also a member of the USAFFE and a Philippine Guirella and infact he was one of the Prisoners of War however, after the war, he went home straight to his province in Northern Cebu and wasn't able to wait for the enlistment that were being conducted.  When he claimed for the benefits he was denied.  All the evidences that could prove of his service were submitted but still he was denied.  He had fought for it until his death.  When he died, my grandma tookover the fight for my grandpa's right.  She went to American Embassy 3 times to appeal.  People there only gave false hopes.

hahaha, basta kwarta, dali banhawon ang patay bitaw. mao pod tingali wa lang kaayo mag-tagad ang mga kano mopahamtang ani nga balaod sa una kay nakabantay tingali sa mga hiwing sistema. laliman kag patay, naningil pa og pension...hahha

Ang nahitabo after the World War , dunay enlistment  sa mgae sundalo ug mga guerilla.
Adunay talagsa nga abtik kaayo, miapil ug linya during the enlistment. Ang ilang mga
pangalan nadala  sa Amerika didto sa Department of National Defense. Sila karon mga
old age pensioner sa PVAO.
 
Adunay mga tinuod nga mga sundalo ug mga guirella nga wala makakuha ug old age
pension tungod kay wala sila sa master list during the last enlistment after the war.

Maayo unta nga ang Department of National Defense sa Amerika ang mangunay ug hatag sa mga qualified veterans aron dili makurakot. Niadtong panahon ni Marcos, adunay mga "backpays" nga gihatag sa USA, Department of National Defense sa mga Veterans. Wala makaabot sa mga veterans tungod kay gihimo Ni Marcos ug VETERANS BANK ang kwarta.

Ang akong amahan adunay record nga naa  siya'y deposit nga P100. Hangtod karon, walay nadawat  bisan gamay nga interest. Ang P100 , mao  daw capital share nila sa Veterans Bank.

Hoping that this amout will be received to the qualified veterans.

last night, i heard the Philippine government would appeal the clamor of the heirs of the men and women who fought for the Americans during the second world war.

i think the above is now moot and academic as it was already signed by Obama per CNN this morning. sayang.

and it made me wonder: what's the diff between the living and dead veterans? would dying make them less of a hero? just thinking!

Washington, DC - House Veterans’ Affairs Committee Chairman Bob Filner (D-CA) released the following statement on the Filipino Veterans provisions in the American Recovery and Reinvestment Act approved by Congress and sent to President Obama:     
 

Sixty-three years ago, President Truman signed the Rescission Acts which denied the Filipino veterans of World War II equal status as American veterans, stripping them of equal recognition, compensation, and benefits.  These Filipino soldiers, who swore an oath of allegiance to the United States, fought side-by-side with American soldiers under the American flag.  Despite the gallant efforts of the Filipino soldiers during the war, Congress still passed the Rescission Acts, which denied these veterans their rightfully earned respect, benefits, and honor.   

“Twelve years ago, I joined Filipino veterans in protest in front of the White House and demanded equitable treatment.  Together, we pleaded with America’s leaders to acknowledge the contributions of these veterans, recognize the injustice visited upon them, and act to correct this injustice.  Unfortunately, the historical record remained blotted and Filipino veterans were not granted the rights they had earned and deserve.   

“Today, I am thrilled that the 111th Congress has resolutely acted to acknowledge the Filipino veterans for their steadfast contributions to the successful outcome of World War II.  H.R. 1, the American Recovery and Reinvestment Act, corrects this long-standing inequity, recognizes their noble service, and provides a one-time payment of $15,000 to Filipino veterans who are American citizens and $9,000 to veterans who are Philippine citizens.  This compensation is intended to assist them in their later years and provide the dignity and honor that they earned as heroic veterans of the United States. 

“This victory, however, comes with a note of sadness.  While approximately 300,000 Filipinos fought under the American flag during World War II, less than 18,000 are alive today to celebrate this vindication.  Just two months ago, the Filipino veteran community lost one of their most tireless advocates, Joaquin Tejada.  I know that his dedication to this cause was vital and I am certain that his smile continues to shine brightly.  I salute these fallen heroes.

As we celebrate this momentous occasion, I call on all Americans to join me in remembering and honoring the Filipino veterans who fought for our freedom.”

It would be just if  those veterans who died will also  receive this benefit through their legal heirs.

Does it mean that the living veterans became more heroes because they are still alive today? THey have the same battle ground. They should have equal benefits to those who passed away.

The heroic deeds of the dead veterans will be  more remembered if their legal benefeciaries will also receive the same benefits of those who are still living today.

I agree with u Sir fdaray.  Frustrating kaau ning mga authorities handling this.  I mean, there are so many people recieving benefits now which they shouldn't.  This is really unfair for those who really deserve the pay.

economic stimulus package "seguro" in a sence nga double ang makuha sa veternas in the states compared to those living in the Philippines.

While nangi-away pa ang mga Pinoy nga di beterano kay gamay ra ang gihatag sa mga beterano nga sa akong tan-aw kaniadto, wa pod sila magdahum nga hatagan bag pahinungod, mura kog mauwaw maghunahuna nga ang ilang kaisog diay niadto atong pabayran ra. hhuhu

US authorities assure quick action on claims
War vets can go to 14 sites in RP to claim benefits

CHICAGO, Illinois – Filipino World War II veterans can claim their benefits in 14 various offices of the Philippine Veterans Affairs Office (PVAO) in the Philippines, according to a press release issued Wednesday by the office of Sen. Daniel K. Akaka (Dem.-HI), chairman of the US Senate Veterans Affairs committee.


Jesse Broder Van Dyke, press secretary of Akaka, issued a press release, quoting the US Embassy in Manila, identifying the sites and dates where veterans can go to apply for their benefits from 8 a.m. to 5 p.m. American authorities have assured smooth and quick action on the war veterans’ claims.

The benefits that were included in The Recovery and Reinvestment Act of 2009 by Sen. Daniel K. Inouye (Dem.-HI), US Senate Appropriations Committee chair, is being facilitated for distribution because most of the recipients are aged between 85 and 90 and are very sickly.

Meanwhile, Vice Consul Roberto T. Bernardo of the Philippine Consulate in Chicago, Illinois was informed by Philippine Ambassador to the United States Willie C. Gaa that Rep. Bob Filner (Dem.-Calif.), chairman of the House Veterans’ Affairs Committee, will be hosting a reception on Wednesday, Feb. 25, for Filipino war veterans at the Veterans’ Affairs Committee Hearing Room (Room 335, Cannon House Office Building) at the Capitol Hill in Washington, D.C.

Filner, co-chairman of the Philippines-United States Congressional Friendship Caucus, has expressed the wish that Filipino-American leaders attend the reception.

Aside from the Philippine Veterans Affairs Office (PVAO) Central Office at Camp Aguinaldo in Quezon City and the Veterans Memorial Medical Center at North Avenue, Quezon City, where veterans can apply from Feb. 19 to 27, 2009 and from Feb. 19 to 20, 2009, respectively, the veterans can also visit the following PVAO offices between Feb. 24 and 26, 2009:

1. National Highway cor. Diversion Rd., Pagdaraoan, San Fernando City, La Union;

2. USAFIPNL Camp Henry T. Allen, Baguio city, Benguet;

3. Old Provincial Capitol Bldg., Iloilo City, Iloilo;

4. CENTCOM, Camp LapuLapu Lahug, Cebu City, Cebu;

5. 126 Gomez St., Tacloban City, Leyte;

6. SOUTHCOM Upper Calarian, Zamboanga del Sur;

7. Door 4, Gutierrez Compound, Abad Santos Avenue, Davao City, Davao del Sur;

8. Provincial Capitol, Batangas City, Batangas;

9. 1-A Callangan Bldg., Bonifacio St., Tuguegarao City, Cagayan;

10. Cleofer’s Bldg., Gen. Hizon Extension, San Fernando City, Pampanga;

11. ANST Bldg., Washington Drive, Legazpi City, Albay; and

12. Camp Evangelista, Patag, Cagayan de Oro City, Misamis Oriental.

The press statement said "the United States Department of Veterans Affairs is reaching out to all Filipino WWII veterans regarding the new one-time lump-sum benefit payment signed into law on Feb. 17, 2009. The United States has great respect for the bravery and service of Philippine WWII veterans and for their partnership with the U.S. military in defending freedom."

This new legislation, the American Recovery and Reinvestment Act of 2009, signed by President Barack Obama Tuesday, Feb. 17, in Denver, Colorado, formally recognizes the service of Filipino WWII veterans as active military service in the Armed Forces.

In accordance with the new law, for an individual to be eligible for payment, the US Department of Veterans Affairs must receive the individual’s claim not later than February 16, 2010, which is one year from the date US President Obama signed the historic legislation.

The US Department of Veterans Affairs is working to quickly implement the new US law. Filipino WWII veterans can inquire about and submit claims for the new lumpsum benefit at the US Department of Veterans Affairs Manila Regional Office located at the US Embassy in Manila. The US Department of Veterans Affairs Manila Regional Office will also have representatives available to accept claims at 14 locations throughout the Philippines.

All Filipino WWII veterans are requested to bring the following information and documentation (if applicable) when filing their claims:

Ø Two forms of Identification (such as passport, driver’s license, Senior Citizen ID, Bureau of Post ID, Voter ID, etc. )

Ø VA Claim number

Ø Service Number

Ø Philippine Veterans Affairs Office claim number

Ø Philippine Veterans Affairs Office Pension bank account number

Ø US Passport (if a US Citizen)

In order to provide effective, transparent service, claims will only be accepted from Filipino WWII veterans. All Filipino WW II are encouraged to apply in person at one of the locations listed above on the dates indicated.

If a veteran is unable to appear in person, the US Department of Veterans Affairs Manila Regional Office will arrange to obtain the application in an appropriate manner. Claims from spouses, widows and children of Filipino WWII veterans will not be accepted.

The US Department of Veterans Affairs is working to implement this new law in a timely and efficient manner to ensure all eligible veterans receive their rightful benefits as soon as possible. Although claims are now being accepted, information regarding the actual release of payments will be provided as it becomes available. This information will be available on the US Embassy website at http://manila.usembassy.gov.

In Manila, meanwhile, Sen. Richard Gordon yesterday urged PVAO to make it easier for Filipino war veterans to claim their benefits from the US.

PVAO, Gordon said, should make clear and simple the procedure in claiming the benefits and immediately start a massive and intensive information campaign to help beneficiaries and protect them from unscrupulous individuals.

"Our war veterans are all in their twilight years. Let us not make it hard for them. After all, they are more than deserving to receive the meager benefits which they have long been waiting for," Gordon said.

Gordon said the guidelines and procedures in claiming benefits for eligible and qualified Filipino veterans may create confusion among them and their families who are not even certain if they could avail of the ,000 from the Filipino Veterans Equity Compensation Fund which the US Congress had earlier passed.

After President Obama signed the 7-billion economic stimulus bill, where provisions granting recognition and benefits to Filipino veterans contained, veterans and/or their families started lining up at the PVAO office and the US embassy to avail of the compensation.

"I urge the PVAO to act swiftly on any confusion that may be created regarding the guidelines and procedures in claiming the benefits. Those claimants who are outright considered as eligible should immediately be given what is due to them," he said.

Gordon also asked the PVAO to set up help desks and hotlines and launch a massive information campaign to inform and educate the veterans of the guidelines for obtaining the grant.

"It is imperative that the relevant government agencies remain vigilant and steadfast in their commitment to public service, especially in the service of our veterans who have risked their lives so that we may now bask in the light of freedom and democracy," Gordon said.

Gordon earlier lobbied the US Congress for the passage of an equity bill that would remove much of the stain and dishonor done by the US government to the dignity and true sacrifice of Filipino WWII veterans and of the Philippines as a nation.

Aside from this, he also authored Senate Bill 142 which was signed into law as Republic Act 9499 which effectively amends RA 6948, or an Act Standardizing and Upgrading the Benefits for Military Veterans and their Dependents. The law provides that Filipino veterans would continue receiving benefits from the Philippine government even if they are also entitled to the same benefits from the US government.

For his part, PVAO Administrator Ernesto Carolina urged Filipino WWII veterans to apply for the lump-sum benefits approved by the US Congress immediately so that their families could receive the benefits even if they die while their applications are being processed.

Carolina said the US Department of Veterans Affairs had already sent representatives to the Philippines to coordinate the expected surge of claims for benefits of Filipino veterans, following the approval of the US Congress of 8 million in lump-sum benefits for living Filipino veterans.

Carolina said only applications filed personally by the living Filipino veterans would be eligible for approval, although their families would be allowed to receive the lump-sum benefits of ,000 to ,000 even if they die while their applications are being processed.

"It’s very important that the veteran should file immediately so that in case of their death, the surviving spouse can avail of the benefits," Carolina said.

The US Congress included in its economic stimulus package the appropriation of 8 million for lump-sum benefits to Filipino veterans of World War II, regardless of whether they acquired US citizenship or not.

But only living veterans may be able to apply for the lump-sum benefits, and families of veterans who have already died are not eligible to apply for the benefits in their stead.

Carolina said only veterans who are living and have filed their applications for lump-sum benefits would be qualified to receive the benefits approved by Congress.

"Realistically, it’s sad if the veteran has already died just days before the economic stimulus package has been approved, because it does not matter if the veteran died 60 years ago or 60 minutes ago," Carolina said.

He said the scheme of paying benefits only to living veterans of a war more than 60 years ago seems unfair, but he said the practical response to the granting of lump-sum benefits is to accept the benefits.

"The negotiating stance used to be that we want either all or nothing. But the Americans say that if you want all or nothing, you will get nothing," he said.

Carolina said that by accepting the lump-sum benefits, Filipino veterans, regardless of whether they had acquired US citizenship or not, would have chances of gaining "collateral benefits" because their stint in the US military during World War II had already been recognized. Does it mean that the living veterans are more heroes because they are still alive today? They fought for the same cause. The dead veterans will be more remembered if their surviving spouse and children will also receive the same benefit.

My father ,  a USAFFE  died in 1995. He started receiving P500 pesos monthly pension until it was increased to P1500 when he died.

Does it mean that the living veterans are more heroes because they are still alive today? They fought for the same cause. The dead veterans will be more remembered if their surviving spouse and children will also receive the same benefit.

Does it mean that because the surviviors could not get the veteran's benefit, he is remembered less?

Personally, i could help less a dead veteran, the living ones who need most help needs the benefit more than the siblings of dead veterans who have survived eversince sans the benefit.

In my opinion, the relative's pursuit of the benefits just shows how we have degraded the way veterans and patriots fought to defend, not for the heck of the lumpsum they could get, but for the sublime aim of making freedom reign.

What is unfair for me is when, knowing that the government is still riddled with the corruption we could not erase in our lifetime, dispersing the "money" to the "claimants other than those who deserve them most" would necessarilly depreciate the good a bonafide veteran can get. Lets just not count the bogus "relatives" and kamag-anak incorporated who would kill to get the lion's share.

I agree with u Sir Fdaray, there is really no difference between the living and the dead of the WWII Veterans because they really fought for the same cause.  Ang that benefits are intended for all of them.  They should give that benefits equally unless the dead veterans have no surviving spouses or beneficiaries such as children, etc.

i agree that a surviving spouse or any specified benefeciary can receive the dead veteran's lump sum money. but i don't think, it will go any further than that.
