Manila, Philippines --- Manila Mayor Joseph Estrada yesterday declared an all-out war on gambling in the city as he warned that a one-strike policy will be applied on policemen who will not be able to accomplish his directive.

In his first command conference at the Manila Police District (MPD), Estrada told Manila policemen that his administration will focus heavily on eliminating gambling and extortion in the first 100 days of his term.

"Today, we are declaring an all-out war against all forms of illegal gambling. Lahat ng illegal gambling activities ay ihihinto natin - mga illegal bookies sa karera, video karera, fruit game machines, at ending ng basketball," Estrada said.

"At ito ay warning sa lahat ng station commander, lahat ng operating units, lahat ng responsible officers, ang susundin natin ngayon ay one-strike policy. We will immediately relieve those officers who are not able to stop illegal gambling in their respective jurisdictions. On this occasion, I order all police officers to immediately stop mulcting or extorting money from vendors, helpless drivers of public utility vehicles, mga kotong sa illegal terminals and transport cargo such as vegetable dealers," he added.

The newly elected mayor also asked policemen to stop extorting money from businessmen and to refuse bribe money and restore the faith of the people in the so-called "Manila's Finest."

Estrada said he has received reports of Manila policemen involved in illegal drugs, carnapping, kidnap-for-ransom, robbery-holdups, and in protection of crime syndicates.

Meanwhile, Superintendent Joel Napoleon M. Coronel, Deputy District Director for Operations, reported to Estrada the accomplishments of the MPD.

From January to June 30, the MPD has registered a total of 6,960 crime incidents or an average of 1,160 incidents a month. Out of the total, 4,544 are index crimes such as murder, homicide, physical injuries, rape, theft, and carnapping. Theft is the number one crime committed in the city.

For illegal gambling, a total of 61 persons were arrested with an average of 10 arrests monthly from January to June.

Coronel also appealed to Estrada to address their "special concern" - their monthly allowance which they have not received for two years now.

Estrada promised to provide the policemen P1,000 monthly allowance which he will source from his personal discretionary funds as the city is plagued with a shortfall in revenue.

The policemen will begin receiving the P1,000 monthly allowance this month. But as soon as the city has collected enough funds, Estrada promised to give Manila policemen their full monthly allowance of P2,500 each.

Chief Superintendent Isagani Genabe, MPD Director, said his office is preparing for the transfer of policemen who failed to show up in yesterday's "Oplan Palitaw" that was meant to give the MPD an actual count of the police personnel who are still actively serving in the police force.

Around 400 policemen did not participate in the "Oplan Palitaw."
