A man whose "proposals for development are nothing but weird and outlandish to the uninitiated is being considered an appointment in one of the vacancies at the Commission on Elections.

In published articles sometime in 2002, Severo Maluenda, Jr. of Clarin town was ecstatic about his "invention" to prevent airplanes from crashing and ships from sinking.

It may be a laughing matter to some but to Maluenda, he was dead serious that his invention would see the light of day if only to save lives from plane crashes and boat sinking.          

His invention is simple: attached a parachute- like contraption around the airplane and allow it to inflate in mid-air bouying up the pressure as a result of the aircraft's uncontrolled descent.

Whoever recommended him to the Comelec was not clear but newspaper reports did name him one of the probables.

If he gets lucky, Maluenda will take the place of the vacancies to be left by Commissioners Florentino Tuazon and Resurreccion Borra this coming February.

Comelec chairman Benjamin Abalos, commissioners Florentino Tuazon and Resurreccion Borra are set to retire in February 2008, and with the seventh commissioner slot yet to be filled.

The President is expected to appoint a new Comelec Chairman and three Commissioners before February 8, 2008 when the two poll officials retire.

Whether it was the handiwork of prankster given his nomination, Maluenda would not say.

Without any hint of hesitation, Maluenda said he found the Comelec nomination "challenging".

A list of prospective Comelec appointees has been disclosed by acting Comelec Chairman Resurreccion Borra, which supposedly emanated from the search committee of Malacañang. The list includes former senator Rene Saguisag, Cagayan de Oro Rep. Rufus Rodriguez, Wigberto Tañada, Amado Valdez, Alioden Dalaig, Severo Maluenda, and Howard Calleja.

Tañada is former senator and Quezon province congressman.

Valdez is dean of the University of the East College of Law. He was appointed government corporate counsel in April 2001. He was also one of the private prosecutors actively involved in the Estrada impeachment trial.

Maluenda was a senatorial candidate, while Calleja, a lawyer, is with the group Legal Network for Truthful Elections or Lente.

Maluenda expressed elation that he was nominated for the post. "Nalipay ko kaayo," he said.

He also said that he was supported by Bohol Reps. Edgar Chatto, Roberto Cajes and Adam Jala.

Maluenda needs sufficient support from the Sangguniang Panlalawigan. He also sought the same help from the Sangguniang Panlalawigan of Cebu.

"Hangyuon nako ang SP Bohol and Cebu SP to indorse me," he said.

Maluenda before the celebrated nomination wrote his own thesis about reforming the country's electoral system..

"Pagcorrect sa dili husto sa pagpadagan sa atong eleksyon kay ang atong sistema wala mosibo sa atong pagkaFilipino... daghan loopholes nga macorrupt tungod sa atong pagkaagresibo. Walay sistema nga mapugngan nga makorupt," Maluenda said.

With this proposal to change the electoral system, he is confident that vote buying would be eliminated.

"Vote buying mawala na... ang usa ka kandidato anang panahona dili makapalit... kauban ang tanan," he assured.
