This is a letter I got hold of from a friend at the capitol, the employees concerned are not showing their names for fear of reprisals as some of them have been permanent casuals ever since. Before this letter I held Aumentado in high esteem now...he has fallen out of grace, dili na nako siya IDOL..traydol na siya...

AN OPEN LETTER TO GOV. ERICO AUMENTADO
Dear Governor Erico,
We are constrained to write this open letter in order to set the facts straight or else the people who received the letters containing the lies and manufactured stories that you sent to all municipal and barangay officials of the Province of Bohol will believe in you. Not content with spreading those lies in Bohol, you had your lies published in the leading newspapers in the country – again, to mislead the people.
It is obvious that such scheme of publishing a letter circulating the same to the various officials is part of your propaganda style to destroy your opponents, you mask the truth behind the lies that you meticulously planned as part of your grand deceptive scheme to intentionally spread to the unsuspecting people of Bohol as your way of destroying them. You did this to the then Gov. Rene Relampagos – by spreading stories through a paid mongerer that he had a mansion in Baclayon or gained P55million of the Joint Venture Agreement for the Tagbilaran City’s power and water system. It has been nine years since then, now your lies are proven untrue. But then again now you have designed the same style of assault to destroy the character and person of Congressman Edgar Chatto.
Now that you and Chatto are not in the same group, you would like to call him a traitor, but when you needed his help and that of the other congressmen to ask for funds and other assistance from President Arroyo and the different national governments, you bragged that they were your strongest allies. We have seen how you operate to destroy the image and career of people who do not agree with you because you also did the same to many career professionals and politicians alike just as what you did to your opponent in the student council wherein you sent him a bogus telegram that his father died. You won that election and your opponent’s father was alive.
What we would have wanted is that there shall be full consultations with the people in the processes of development in the province to ensure that these projects would not encroach into the basic sources of our livelihoods and threaten the ecology of our environment, such as, the Panglao Reclamation Project, Danajon Seaweeds for Bioethanol Development Project, the Seismic Testing in various parts of the province or the Water Deal that shall bring the water of Bohol to the province of Cebu with your unholy alliance with Vice Gov Herrera and Board Member Roygie Jumamoy.
We are saddened by the mudslinging and accusations hurled by you to Chatto on the cause of the delay of the Panglao Bohol International Development because now, the employees of the capitol have asked you if you should honor your statement that you will resign from your post as Governor if the airport project will not push through before the election period. We are unanimous in saying that you know the truth behind the delays and you owe it to the Boholanos to tell them the truth instead of pointing your fingers at your scapegoat of another unfulfilled promise to the people. Your owe it to all of us to tell us that the truth to the delay is the criminal case filed before the Ombudsman because of the alleged rigging in the bidding process so that your favorite contractors can keep the juicy project in their hands.
We have witnessed your propensity to find a scapecoat each time you fail on your promise or do a magician act to get what you want. You promised us good governance with a Reengineering Project. We labored, we sacrificed because of your promise of a better work and pay, but only to wake up one morning to find that 300 appointments have been issued in less than 45 days to your favorite casuals to beat the election ban, even if they lack the merit and qualification. This is aside from the more than 300 casuals you have deployed to help your election machinery with Vice Governor Julius Caesar Herrera. The Provincial Government funds used for election purposes is hurting us. These you did with the abling magic hand of Mr. Romeo Teruel, the Acting HRMDO who cried foul over the revocation of the ordinance previously approved by the Sangguniang Panlalawigan because alas! his ambition to be accorded a department head position came to nothing. Now we see clearly that it was the primary reason for Teruel’s acquiescence even if you have corrupted the well cared for qualification-based recruitment we have observed for many years.
We are saddened by the fact that instead of emulating Chatto’s contributions to the computer education of our young children and the youth, you want to deceive the people with the wrong information that you are spreading with the hope of swinging their votes to your favored candidate Vice Governor Julius Caesar Herrera whom we in the Capitol has not imagined as our next governor. That is very sad if the Boholanos would continue to be deceived by your lies and machinations. Being the Governor you should know how much a licensed computer and copyrighted softwares would cost in order to teach Mathematics, Science subjects and English through the multimedia system. Yet, you want to tell the lie by saying that only the desktop computer unit is worth the amount. What values and virtues are you modeling to our youth? No amount of physical development could retrieve the values you have distorted for your selfish motives.
Now, another governor is set to offer his services to the people of Bohol, and should the people give Chatto that mandate to be our next governor, we exalt him that he would first put aside the issues hurled against him and go ahead with his plans to ensure a better life for every Boholano. In the meantime, he would put in abeyance the temptation to dig into the truth behind the cases of the various anomalies involving your office such as the P3.6billion Bayongan Dam as the most expensive dam in the world; the P165million unfinished Talibon Dam; the P1.4billion underconstructed spillway of Malinao Dam; the P800thousand each overprice of the Backhoe and other heavy equipment; the overpricing of the airconditioning system of the Bohol Cultural Center; the missing multimillion pesos of the Bohol Poverty Reduction Office; the multimillion financial assistance released to defray election related expenses; the 300 casuals working for the election campaign; the P100million cash advance commission demanded of the delayed Panglao Bohol Airport Development project; the P250million midnight contracts with the Koreans on the Bioethanol Project in Talibon; the substandard road construction of favored contractors such as Hanjin, C Pancho, China and Gorones, including the allocation of funds to cover up the deficiencies of these projects.
We hope Gov that you will stop spreading your lies and fabricated stories to the people, instead you give us what is due to us, our CNA share, our promotion based on merit, our bonuses equal to the savings we gave you and the sweat on our brows so you may have your laurels. Moreover, we pray that if Chatto becomes the next Governor, he shall remember that we have asked these from you but which you never granted us.
