More than a million Filipinos abroad will start trooping to Philippine embassies today to choose national leaders who will steer the country in the next six years as the overseas absentee voting (OAV) starts.

Commissioner Arthur Lim, head of the Office for Overseas Voting (OFOV), said there are 1,376,067 Filipinos who have registered for the OAV – 1,326,728 land-based and 49,339 sea-based – for the May 9, 2016 national and local elections.

“We appeal that they come out vote early starting April 9 till May 9, 2016 instead of waiting for the last day,” Lim said.

The casting of votes in the OAV is set to begin at 8 a.m. (host country time) on April 9 and ends at 7 p.m. (Philippine time) on May 9.

OAV voters will only be voting for the following positions: President, vice president, senators, and party-list group.

Comelec spokesman James Jimenez also reminded overseas voters to go out and vote.

“Do vote. It’s not enough to just register, you need to vote as well,” Jimenez said.

During the overseas voting period, Jimenez reminded candidates that campaigning abroad is no longer allowed.

In Comelec Resolution No. 9981, campaigning abroad is prohibited from April 9 to May 9, the period for casting of votes by overseas voters.

The Overseas Voting Act of 2013 provides that all forms of campaigning abroad within the 30-day overseas voting period shall be prohibited.

Violation of the provision is considered an election offense, which carries the penalty of one to six years imprisonment, removal of right to vote, and disqualification to hold public office.

The Comelec is targeting an 80-percent voter turnout for overseas absentee voting.

“Our goal is about 80 percent voter turnout. Hopefully, the fact that this is a presidential elections will help,” Jimenez said in a television interview.

In 2010, voter turnout was 26 percent or 153,323 voters, while in 2013 it was only 16 percent or 118,823 voters.

Lim said 82 of the 85 Philippines posts, which will process the votes for Filipinos abroad, have already made the necessary preparations.

The Philippine posts in Baghdad, Damascus, and Tripoli will not be able to participate in the OAV due to prevailing conflicts in those areas.

Voters in the affected posts will instead be allowed to cast their votes in adjacent Philippine posts. -- http://www.mb.com.ph/
