Greenhouse Reduction in the Philippines

BY DENNIS POSADAS

Former Senator and Philippine climate change advocate Heherson "Sonny" Alvarez heads the Philippine delegation to the old Polish town of Poznan, where some 187 world leaders, joined by top scientists and environmental advocates, are converging for the 14th Session of the Conference of Parties on Climate Change (COP-14) from Dec. 1-12 under the United Nations Framework on Climate Change Convention (UNFCCC).

"Pursue a commitment on equitable technology transfer for mitigation of greenhouse gases and adaptation of human and natural systems to the adverse impacts of climate change Emphasize more concrete and improved incentives for financial and technology transfer to non-Annex-1 nations or developing countries like the Philippines," President Arroyo said to Alvarez via e-mail.

As a signatory to the Kyoto Protocol, which was ratified by the Philippine Senate in 2003, the country is mandated to comply with a 50% reduction by 2050, subject to ratification by all member-nations. Presently, the Protocol only mandates a 5% reduction by 2012. On the other hand, scientists from the IPCC are calling for a 50-80% reduction.

"The goal of reducing carbon and greenhouse gases by 50% may be too conservative in view of the latest findings by climatologists that climate change conditions are deteriorating faster than originally estimated. For this reason, the Philippine position should help galvanize the policy of the Intergovernmental Panel on Climate Change (IPCC) toward an 80% cut," the President said.

First step should be done: PLANT MORE TREES! It is the cheapest way to reduce the greenhouse effect specially in our country! These people are only thinking of their personal interest...jama-jama!

SHUT UP you Alvarez!

most people in government are really full of BS. hilas lang ni si arroyo to ask alvarez to pursue possibilities of technololgy transfer as a way to mitigate the effects of greenhouse gases to climate change. not too long ago, instead of looking for renewable energy sources to to provide for the increasing power needs of consumers, arroyo approved the release of funds for the establishment of SIX (6) coal fired power plants that will be set up in different parts of the country. in case you did not know, coal is the most destructive type of fossil fuel because it emits the most volume of carbon dioxide into the atmosphere that contributes to global warming. mura uroy ug wa siya kahibaw nga ang coal-fired power plant nga iyang gipatukod makasamaut ug kadaghan sa carbon dioxide sa hangin... nagpa gwapa na pud nis arroyo, da.

Last Philippine day in NorthRhine Wesphalia, one the project director of Evonik who built a huge coal generated  power plants presented their project. Aware of the environmentall-unfriendliness of this projects, I asked what has been done to reduce the emissions? He told me that they are using modern filters to lessen the ashes and carbon dioxide emitted in the air.  The effect could not be seen soon, hopefully he is telling the truth.

Dapat siya ang ilagayng filter sa mga chimneys! A lawyer speaks like an engineer? It's better for him to talk less to reduce carbondioxide emission from his mouth. Pwe...

an environmental management book that i read mentioned that there is a new technology that is capable of eliminating carbon dioxide when fossil fuel is burned. however, it is not cost effective and it is doubtful if it will ever be used because of the huge cost involved. pareho ra pud ni sa water desalination, it is now possible to convert salt water into potable water. pero, mahal lagi pud kaayo ang cost, which is why people are looking at other possible options for now.

magsugod sila og kontrolar sa sakayanan nga mura nag ata ang ibuga sa tambutso kay usa nas mga contributors og carbon emission..kung wa gani silay mahimo ana, di ko matingala nga di pod mapatuman ang ilang plano.
on the other hand, at least atong gobyerno, naghuna-huna pod ani, kay sa wa joy paki...unsa may atong ikatabang beh?

Kanang programa sa atong gobyerno diri sa Pinas to reduce carbon emission of vehicles had long been implemented  without teeth but plenty of money. Yearly, locomotives for registration are required to undergo smoke emission test to ensure kuno that carbons are emitted at tolerable level. Of course for a fee! What the accredited labs are doing is certify the vehicles are belching smoke within tolerable levels without even testing the vehicle. Then the LTO and DENR keep on running after these smoke belchers for a fix with the drivers. No doubt, our urban centers get a lot of suspended particles and greenhouse gases in the air like a 'smoggy mountain'. Sa papel lang nila magawa yan in the first place kay dali ra man permahan. Secondly, when they are identified to be signatories of the Kyoto Protocol under the UN Frameworks on Climate Change (UNFCC), ang expectation sa mga kagwang na ito ay pera na naman from sponsors and foundations abroad!

vehicle emissions has long been identified as one of the major contributors of carbon dioxide in the atmosphere. for as long as there is no program to veer away from vehicles with internal combustion engine that uses fossil fuels (and presently there is no meaningful program) carbon emissions will continue to grow. there is a so called green jeepney that is being used in makati which was also endorsed by greenpeace. the vehicle runs on electricity. personally, i think electric vehicles whose power is derived by sticking a plug in the socket on the wall (which is how these elecric jeepneys get its power) is not really contributing to reducing carbon emissions. i wrote greenpeace about it and told them that the way their "green vehicle" in the ultimate analysis is still dependent on fossil fuels. i explained that most of the electricity that we produce is generated by power plants that run on fossil fuels like diesel, bunker fuel oil, coal and natural gas. as the source of power for their vehicle, electricity as fuel in effect becomes "fossil fuel in disguise". being the proud people that they are, greenpeace has never reacted to my comments and suggestions that i made in lieu of what they are presently doing.

Aerosols and air conditioners (with hydroflouro and perflouro carbons) are also suspects to the accumulation of GHG in our athmosphere. Even the wide ranches of Australia are suspects because of the methane gas emanating from the cattle manures. Various industries using fossil fuels and natural gas are major suspects. That's why under the framework of Kyoto Protocol which was adapted sometime in Y1997, industrialized countries including US should commit to reduce GHG emissions to 5.2 % up to Y2012 based on Y1990 index. Then onward another percent reduction has to be agreed and ratified (which will now take the involvment of developing countries including the Philippines) until such time that the GHG eventually stabilizes. However, in 2001 US under president GWBush refused to ratify such an agreement for fear of slowing down US economy. Now, coincidentally US suffers the bad karma effecting that refusal. To this effect, without his signature of the Kyoto Protocol, US economy is slowing down, US major car manufacturers are now almost closing their business, US banking industry is experiencing a slump and now offering a virtual zero interest rate hoping to spur business activities in the country.

Admirably, the previous Swedish Prime Minister is right in saying that, "The growth of an economy does not always depend on using more. It could also grow by using less."

this is the least we could do. if there's a way we can help, then it must come from this initial step by getting our government involved in this effort to save our planet, no matter how efficient or deficient our government may act. knowing our government's pathetic response, i understand i have to play my own part. right now, i have begun recycling (newspapers, bottles, cans etc...) because i believe little things are where big things come from...

(ai mali!!!).  kaning mga bottled water containers are considered number 1 ni sila pero di japun naho ni iapil sa basura kay di man ni mo degrade, so ako ning gilain ug container dayun i sulod sa trash can para makita dayun sa mga basurero nga naay gilain mga plastic nga di na pwede ma recycle...
