Typhoon Dindo Hits Northern Luzon

Already 17 areas in Northern Luzon were placed under public storm warning alert as tropical storm “Dindo” (international name: Doksuri) maintained its strength as it moved toward the area, the weather bureau said on Thursday.

Public storm signal no. 2 was raised in the provinces of Cagayan, Calayan Group of Islands, Babuyan Group of Islands, Isabela, Batanes Group of Islands, Apayao, Kalinga, Ilocos Norte, Abra and Mt. Province.

The Philippine Atmospheric Geophysical and Astronomical Services Administration (PAGASA) said these areas might experience 61 to 100 kilometers per hour (kph) winds within the next 24 hours.

On the other hand, signal no. 1 has been hoisted in the La Union, Ilocos Sur, Aurora, Ifugao, Nueva Vizcaya, Quirino and Benguet.

Winds of 30 to 60 kph are expected within the next 36 hours over these areas.

PAGASA estimated that "Dindo" may cause heavy to intense rainfall of 15 to 25 millimeters per hour within its 400-kilometer diameter.

The tropical storm is expected to enhance the southwest monsoon that will bring rain over Southern Luzon and Visayas, especially the western section.

This may trigger landslides and flash floods and possible storm surge over areas under signal 2, it added.

The weather bureau advised the fishing boats and other small seacrafts not to venture out into the Seaboards of Central and Southern Luzon and Western Visayas due to the combined effect of the tropical storm and the southwest monsoon.

Weather forecaster Boy Soriaga said that as of 4 a.m. Thursday, the center of "Dindo" was spotted at 260 kms east Aparri, Cagayan (18.3°N, 124.4°E) and has packing winds of 75 kph near the center and gustiness of up to 90 kph.

Soriaga said the storm continued to move west northwest at a speed of 19 kph.

He said "Dindo" is likely to leave the Philippine area of responsibility by Friday, if it does not change its speed and present course which is probably headed to China.

Soriaga said the tropical storm is expected to weaken if it makes landfall in Calayan Group of Island around 7 or 8 p.m. Thursday.

Southern Luzon and Visayas will also experience rains due to the storm’s effect on the southwest monsoon, he said.

PAGASA said Dindo is expected to be at 190 kms North Northwest of Aparri, Cagayan on Friday morning and 530 kms Northwest of Basco, Batanes on Saturday morning.

In its advisory, PAGASA said Isabela, Apayao, Kalinga, Mt. Province and Cagayan including Calayan, Babuyan and Batanes group of islands will experience stormy weather with rough to very rough seas.

The rest of Northern Luzon and the province of Aurora will have occasional rains with gusty winds.

The rest of Luzon and Visayas will have occasional rains becoming frequent over the western section. This may trigger flash floods and landslides, it added.

Mindanao will be partly cloudy to cloudy with isolated rain showers or thunderstorms.

Moderate to strong winds from the southwest will prevail over the rest of the country, making coastal waters along these areas moderate to rough.

Meanwhile, the National Disaster Risk Reduction and Management Council (NDRRMC) are on red alert as the storm continues to move towards the northern part of the country.

NDRRMC executive director Benito Ramos said they have informed local disaster units from the provincial and municipal levels of the storm's movement.

Ramos also advised fishermen in Northern Luzon not to set sail due to rough seas.

PAGASA issued strong to gale force winds associated with "Dindo" may affect the seaboards of Central and Southern Luzon and the western seaboard of Visayas.
