Senator Panfilo Lacson has claimed that he heard about slush fund amounting to P40 million which has been reserved “at the exclusive disposal” of the chief of the Philippine National Police when he assumed the PNP top post in 1999.

In his press statement emailed to the Senate media, Lacson said he was informed that, aside from P40 million per year “commander’s reserve”, monthly gas allowance equivalent to the consumption of 50 vehicles and high limit credit card were also being given to the PNP chief.

Lacson, however, clarified that he never availed of the alleged privileges and, instead, instructed his director for comptrollership, then Police Director, now Congressman Romeo Acop of Antipolo City to “treat that reserved fund as part and parcel of the general fund for personnel welfare and other operational activities of the command.”

”I was never interested,” said Lacson, who remains in hiding in connection with the double murder of former publicist Salvador ‘Bubby’ Dacer and his driver Emmanuel Corbito in 2000.

”Mindful of complaints that police cars often ran out of gas, I ordered the excess allowance downloaded to front line units,” he added.

Lacson said he also asked his administrative officer, then Chief Insp. Asper Cabula to return the credit card “with clear instructions not to activate it.”

”Instead of enjoying these 'perks', I focused on getting rid of the police ranks of the ICU's - the Inept, Corrupt and Undiscilined police officers and providing a no-nonsense law enforcement service to our people. Eliminating the 'kotong' culture prevalent among street cops at that time and allocating the bulk of PNP resources topped my agenda,” he said.

Lacson said he is supporting the congressional inquiries into the alleged corruption in the military and the proposal to expand the investigation to the PNP.

”Having first hand knowledge of these facts, I strongly support the proposal to expand the investigation of the "welcome and send off gifts tradition" to include the AFP's across-the-street neighbor, the PNP,” he said.

Lacson also called on President Benigno Aquino III to seize this unusual opportunity of his time, highlighted by Heidi Mendoza and the supreme sacrifice inflicted by Gen Angelo Reyes upon himself, by including all other agencies of the national government in an extensive accounting of how the taxpayers' money are being spent.

”I am afraid, this opportunity will not present itself again even in the next one hundred years. Knowing and observing the president as a former colleague and and co-worker in the Senate, I have no reason to doubt his seriousness and sincerity to accomplish his "Daang Matuwid" advocacy,” Lacson said.
