STATEMENT BY THE HONORABLE NEIL J. ABAYON
AANGAT TAYO Party-list
Assistant Minority Leader
MILLENNIAL NURSE-SOLON ASKS: WHERE IS RH EDUCATION CAMPAIGN?

A new study on the Philippine HIV-AIDS epidemic points to the worrying statistic that from 2007 to 2016 “fully 49 percent  of all HIV positive cases were men who habitually engaged in homosexual sex with either men or transgender women.” (https://goo.gl/y1a5Fi )

That study said those HIV cases involved men who were not yet born between 1984 and 2007.

Clearly, we need a reproductive health education campaign to make children and teens aware of how to safeguard their reproductive health. This program must be rolled out in barangays and schools.

We are not referring to any law. What we are looking for is a reproductive health campaign that the DOH-DILG-DepEd must implement (or should be implementing by now) by virtue of whatever statute or regulation.

A new law is not needed to make this program happen. A Department Order will do.

John 3:16-18 ESV
For God so loved the world, that he gave his only Son (Jesus Christ), that whoever believes in him should not perish but have eternal life. For God did not send his Son into the world to condemn the world, but in order that the world might be saved through him. Whoever believes in him is not condemned, but whoever does not believe is condemned already, because he has not believed in the name of the only Son of God.
