Pattern of negligence, collusion may have led to Robredo crash – CAAP official

The plane crash that killed Interior Secretary Jesse Robredo last August may have been a disaster waiting to happen after authorities brushed off a similar incident earlier this year. Capt. John Andrews of the Civil Aviation Authority of the Philippines said the same air taxi company that flew Robredo was involved in a crash last March where two people were killed in a small plane without an Airworthiness Certificate and flown by a student co-pilot. Probers found that the company put paying passengers on a training flight.
