Enrile backtracks, says senators can be held ethically liable for speeches

Senate President Juan Ponce Enrile — criticized for citing a constitutional provision granting immunity to legislators following the ethics case filed against a colleague — on Wednesday clarified that no senator is immune from ethical investigations within the chamber for his or her speeches.

Sen. Sotto said over a tv interview that he could say whatever he wants to say, libelous, plagiarized or malicious, and there is no harm on his part because he is shielded by "parliamentary immunity."

"Yong gustong mag-criticize sa akin dahil sa mga speeches ko, basahin nyo muna ang Constitution," that's what Sotto said.
