I think there is no need for P-NOY to create another unit. We have enough elite units in the military and police. What they need is augmentation on their weaponry, trainings and gadgets.
These are the current elite special forces of the Armed Forces of the Philippines.
Philippine Army:1st Scout Ranger Regiment - Philippine Army's primary special forces who specialized in anti-guerilla warfare.
Special Forces Regiment - primarily trained in counter-insurgency operations, unconventional and psychological warfare. this similar to the US green beret.
Light Reaction Battalion - this is the lead counter-terrorist unit of the philippine army which is a combination of scout rangers and special forces highly trained by the US special forces.
Philippine Navy:Naval Special Warfare Group - Naval Special Operations Group also known as SWAG is similar to the US navy seals. this is the elite unit of the philippine navy trained in special operations, sabotage, psychological and unconventional warfare.
Philippine Marine Corps:Philippine Marine Corps Force Recon Battalion - a.k.a. Marine Force Recon is the Philippine Naval Fleet's/ Philippine Marine Corps' elite ground forces unit for unconventional warfare and special operations specialized in sea, air and land operations, just like its counterpart the Naval Special Warfare Group of the Philippine Navy. their operations ranges from reconnaissance, close combat, demolition, intelligence and underwater operations in support to the overall naval operations.
Philippine Air Force:710th Special Operations Wing - is the rapid deployment force of the Philippine Air Force (PAF), which is divided into ten-man airborne attack teams as most of its members are airborne qualified. the wing also controls the 772nd Explosives and Ordinance Squadron and the 773rd K-9s Kennels.
Philippine National Police:Special Action Force - is the primary special forces unit of the Philippine National Police which is equivalent to British SAS and Israel's YAMAM but with different recruitment and selection procedures. over the years since it's inception, the SAF had received training from the FBI's Hostage Rescue Team (HRT) and Critical Incident Response Group as well as RAID (Research, Assistance, Intervention, Deterrence). it is also the Anti-Terrorist Unit (ATU) of the PNP-SAF which is responsible for nationwide Police Counter-terrorism (CT) operations nationwide. Meanwhile, the regions have specially-equipped and trained Regional Mobile Forces (RMF or RMG) which used to be the Light Reaction Unit (LRU) in Metro Manila and the Regional SAF (RSAF) in the provinces. this police unit had undergone several special military combat related training such as airborne forces training, urban warfare and internal security.
PNP-SWAT - better known as the Special Weapons and Tactics patterned from the US SWAT. their duties include performing hostage rescues and counter-terrorism operations, serving high risk arrest and search warrants, subduing barricaded suspects, and engaging heavily-armed criminals. they are often equipped with specialized firearms including submachine guns, assault rifles, breaching shotguns, riot control agents, stun grenades and sniper rifles. they also have specialized equipment including heavy body armor, ballistic shields, entry tools, armored vehicles, advanced night vision optics, and motion detectors for covertly determining the positions of hostages or hostage takers inside of an enclosed structure.
