The Office of the Ombudsman has suspended a Bureau of Customs (BoC) security guard for amassing unexplained wealth amid a meager salary.
A copy of the decision was received by the Department of Finance’s (DOF) Revenue Integrity Protection Service (RIPS) on February 15, 2010.
The DOF identified the security guard as Raul Enriquez, who is assigned at the NAIA Customs House in Pasay City and holds a Security Guard II position with an annual salary of P100,500.00.
Enriquez was employed with BoC in 1986 as a Customs Guard I and had an annual salary P13,524.00.
Citing Enriquez’ sworn Statements of Assets and Liabilities and Net Worth (SALN) for 1987, 1988, 1991, 1994 to 2004, the Ombudsman said the security guard declared his and/or his wife’s real property assets amounting to a total of P5.4 million.
However, an investigation by RIPS proved that Enriquez failed to declare that he and his wife also owned a 216-square meter and another 379 square meter parcel of land and a two-storey mansion all at Parkwood Greens Executive Village in Pasig City.
He was also found out to own a residential house in San Nicolas, Pasig City while his wife owns a 2005 Ford Escape SUV and a 2000 Toyota Corolla model.
DOF said Enriquez’ salary is not proportionate to all his assets.
“Based on confidential information gathered by RIPS and the OMB’s investigations on Enriquez’s lifestyle, there is sufficient evidence that Enriquez committed acts and omissions that are illegal, unjust improper and in violation of foregoing laws,†it said.
Finance Undersecretary for Revenue Operations and Legal Affairs Carlo Carag said “Enriquez, while having four children to support, managed to acquire unexplainable wealth while classified as having one of the lowest ranking positions within the plantilla of the Bureau of Customs.†- PNA
