NegOcc eases restrictions in gradual transition to GCQ

BACOLOD CITY – The Negros Occidental provincial government has eased restrictions in some of its quarantine measures starting Monday, as the province gradually transitions from enhanced community quarantine (ECQ) to the general community quarantine (GQC).

The ECQ imposed in the province to contain the transmission of coronavirus disease 2019 (Covid-19) will end on April 30.

“After safeguarding the health and safety of every Negrense, it is now time to look after the economic and financial welfare of everyone affected by the Covid-19 pandemic in the province,” Governor Eugenio Jose Lacson said in Executive Order 20-20-B.

In his directive, Lacson said that since the ECQ started on March 30, there has been no reported local transmission of Covid-19 in the 12 component cities and 19 municipalities in the province.

“Therefore, it is now safe to plan the transition from ECQ to GCQ in Negros Occidental,” he added.

Starting Monday, tricycles and trisikads (pedicabs) have been already allowed to operate in all the towns and cities in Negros Occidental, except in Bacolod City, which is not under the jurisdiction of the provincial government, being a highly-urbanized city.  

However, tricycles can pick up only a maximum of three passengers while "trisikads" are allowed to have only one passenger while observing physical distancing.

Related to this, local government units are directed to devise a scheme that allows only 50 percent of public transport to operate daily.

Government and private construction projects are also allowed to resume and their workers are included among the authorized persons outside of residence and allowed to pass through the quarantine control points.

Also, hardware stores are now considered essential and permitted to conduct business.

The administrative staff of public and private schools in the province can now resume their work with a skeletal workforce of 50 percent of the regular employees.

On April 8, Lacson issued Executive Order (EO) 20-20-A to extend the ECQ in Negros Occidental, from the initial March 30 to April 14, up to April 30.

Under EO 20-20, which provided the initial ECQ period until April 14, the governor suspended the operations of all public utility vehicles, including buses, jeepneys, taxis, V-hire vans, tricycles, e-tricycles, trisikad and similar forms in the province. (PNA)
