RANKING SOLONS URGE 'STATE OF CALAMITY' IN QUAKE-RAVAGED NORTH COTABATO, POLIO-THREATENED MAGUINDANAO

Rep. Marlyn Alonte and Rep. Alfredo Garbin, Jr. have suggested the immediate declaration of state of calamity and other crisis response in the wake of recent strong earthquakes in Mindanao.

Garbin said, "there are social media postings of profiteering in North Cotabato, particularly in Kidapawan City. I appeal to the North Cotabato Provincial Board to please declare a state of calamity so that price controls and penalties can be imposed."

Alonte called for the declaration of a “localized state of calamity” in polio-afflicted areas due to the potential disruption and contamination of groundwater as a result of the quakes.

“Localized state of calamity is the proportionate response to the reemergence of polio after 19 years because it seeks to contain the spread of the poliovirus contaminating water and food sources and sewerage systems," she said.

"A systemic solution to a systemic problem affecting not just one household but entire communities where sanitation and related basic systems have been compromised,” said Alonte, author of House Bill 4811 seeking to expand the coverage of the government's mandatory basic immunization program.

Alonte, a former city mayor explained that “the state of calamity declaration would directly address components of the systemic problems. For example, neighbors of the affected families can avail of calamity loans to repair or replace their homes’ plumbing and pozzo negro. Local governments can use some of the calamity funds to repair sewer systems outside the homes of affected families. LGUs can also impose price controls on the sale of drinking water and personal hygiene items like soap.”  (END)
