Three local government units in Negros Oriental have been identified as among the first recipients for the establishment of the Local Flood Early Warning System (LFEWS) provided by the German Development Cooperation (GIZ).
These are the municipalities of Valencia, Sibulan and Dumaguete City, the province’s capital.
GIZ senior adviser Allen Molen and Negros Oriental project adviser Antonio Balang Jr. facilitated the two-day round table discussion which reeled off Tuesday and ends Wednesday at the Bethel Guest House in Dumaguete City.
Attending the meeting are representatives from the Provincial Disaster Risk Reduction Management Council (PDRRMC), the City DRRMC, planning officers and representatives from the local government units of Valencia, Sibulan and Dumaguete.
According to Molen, strategic planning is important for each LGU to lay-out the respective community based hazard maps, community asset assessment that includes political, financial, social, natural, physical and economic assets.
He also emphasized the need to identify the socio-political situation that might hinder or enhance the establishment of the Local Flood Early Warning Systems, especially after next week’s filing of certificates of candidacy by those seeking elective positions in the 2013 polls. He added that GIZ will provide the system to the local government unit but clarified that they stay away from being politicized.
Molen said an in-depth assessment should be considered to determine the assets of the community that can be utilized during the calamity.
The GIZ has allocated two LFEWS in Negros Oriental which will be strategically located in areas that will monitor the flow of water from the Okuy and Banica Rivers which flow from the mountains of the Valencia.
The LFEWS consists of one telemeter rain gauge, telemeter water pressure and date center. Molen said the transmission of data is done through radio frequency because it is proven to be easier, effective and reliable.
Part of the discussion will be on identifying the strategic area where the LFEWS will be installed but consideration should be given to the huge mountain terrain of Valencia.
