Let drug mule hang in China, Sotto says

MANILA, Philippines - The government should just let China carry out its execution on July 2 of a Filipina drug convict to serve as warning to potential Filipino drug couriers, Sen. Vicente Sotto III said Thursday.

“Time and again, we will always warn our countrymen about it. Tigas ng mga ulo (They’re so hardheaded). If they are truly guilty, we should do a Pontius Pilate,” Sotto said when asked how the Aquino administration should deal with the looming execution of a 33-year-old Filipina in China.

He was apparently referring to Pilate’s literally washing his hands to absolve himself of blame after being forced by a raucous crowd to sentence Jesus to death.

Beijing’s highest court upheld last June 26 the death sentence on the unnamed Filipina for smuggling into China in January 2011 some 13 kilos of heroin, together with a male companion. Her male companion, reportedly a cousin, was also sentenced to death with two-year reprieve. The two arrived in Hangzhou, China as tourists.

While the government should exert every effort to help distressed Filipinos abroad, Sotto said there is a need to weigh matters with regard to cases involving serious violation of laws, especially those related to drugs.

“Oftentimes, we try to help these drug mules. They feel protected and the others continue,” he told The STAR.

Five years since helping sound the alarm on the activities of Filipino drug mules as chairman of the Dangerous Drugs Board (DBB), Sotto lamented that many Filipinos are still willing to risk their lives and freedom for the lure of easy money by working as drug mules.

When he was DBB chairman, Sotto said there were about 200 cases of drug-related cases in China involving Filipinos.

He said drug syndicates would usually recruit Filipinos whose working or tourists visas are set to expire.

He said drug couriers are paid from $1,500 to $5,000 for every transaction.

Sotto recalled that up to about 200 Filipinos had been detained in Malaysia for drug-related activities. But he said the number of Filipinos held for involvement in drug-related offenses has declined significantly from 2008 to 2011. He did not give figures.

Iligan City Rep. Vicente Belmonte Jr. also said drug couriers are “willing victims,” and that their being caught and punished in other countries should serve as lesson to Filipinos aiming for easy cash.

“To a certain extent, you may call them willing victims. I really hope there would be an end to this, and we all learn from this,” Belmonte, chairman of the House committee on dangerous drugs, said yesterday.

“Filipinos, I mean those who are in need of money, are among the favorite to be victimized as drug mules by these drug syndicates because they are seen to be ‘brave,’ meaning, desperate to do these things,” Belmonte said.

He called on authorities to intensify their information campaign warning the public against bringing packages abroad in exchange for huge sums of money.

In a separate interview, retired general Dionisio Santiago, former head of the Philippine Drug Enforcement Agency (PDEA), said most suspects or convicts on death row claimed they were not aware they were transporting drugs.

Santiago said drug mules are first “trained” in carrying their bags or placing suitcases in such a way that it would be hard for operators of x-ray machines to detect contraband.

Both Belmonte and Santiago said government efforts to save convicted Filipino drug couriers from execution could actually be disadvantageous as they could lead to more victims. – With Paolo Romero

I agree with Sotto on this issue. kung ma-successful ang ilang gibuhat, way labot ang goberno... kung madakpan, dagan sa goberno dayon unya maoton pa ang administration kung dli makatabang nila. hahay!

unsa kaha kung ibalik sab ang death penalty sa atoa para patas lng pag naay masakpan nga taga laing nasud same ana nila nga mga drug dealer.wla jud laing option kung matiklo ka didto bitay jud.ug kinsa tong nag plano ayaw na lang hahah:-X
