SOLON ASKS PRESIDENT DUTERTE TO TRANSFER FUNCTIONS OF HUMAN RIGHTS VICTIMS CLAIMS BOARD

I make an urgent appeal to President Rodrigo Roa Duterte to transfer the functions of the Human Rights Victims Claims Board to the Department of Justice or to the Department of Social Welfare and Development or Office of the Executive Secretary or Office of the President.

The life of the Board ends on May 12, 2018 which is tomorrow Saturday.

But there is a quick way out of this problem: an Executive Order or Administrative Order or Memorandum Order.

Invoking his power of control and supervision to ensure that laws are faithfully executed, the President can transfer the functions of any government office, including that of the HRVCB, to any agency via executive order or administrative order or memorandum order.

There are several options. The agencies I have mentioned can carry out the functions of the HRVCB, which is administratively attached to the Commission on Human Rights.

The claimants have been identified and processing of the claims funds transfers is ongoing. The presidential directive is needed to make sure those claims continue to be processed and reach their intended beneficiaries. (END)
