GENERAL SANTOS CITY, Jan. 11 (PNA) -- The city government is hoping to free its personnel from the control of “loan sharks” with the targeted rollout later this year of a new employee identification or ID system.

City Mayor Ronnel Rivera said Wednesday studies are now underway for the deployment of a unified identification and automated teller machine or ATM card for all city government employees.

Dubbed “2-in-1 Identification/ATM Card,” he said it will mainly be utilized as a secure pass for the entry of attendance logs of the workers.

The card will also be integrated with bank account data or information required for the payroll of the employees, he said.

“We’re planning to adopt and deploy this new system within the year,” the mayor said.

Rivera said he has tapped the city government’s Human Resource Management and Development Office (HRMDO) to spearhead the implementation of the project.

The HRMDO, through its chief Leah Tolimao, is currently leading the study on the matter.

Rivera said they pushed for the adoption of such system to prevent city employees from pawning their ATM cards to “loan sharks” or informal lenders.

A number of informal lenders, which are mainly unlicensed, have been offering cash loans to private and government workers in the area.

These lenders require the surrender of the payroll ATM cards of their clients as collateral for the loans, which usually involve prohibitive interest rates.

“We’re implementing this system as part of our economic wellness program for our employees,” Rivera said.

The mayor said the local government will help employees with existing or pending credits from “loan sharks” in retrieving their ATM cards through loans. (PNA)
