Special presidential envoy to the Middle East Roy Cimatu raised the need for improved measures against possible
fund conversion in the Armed Forces of the Philippines (AFP) which he once headed, believing these will help better promote transparency and prudent use of resources in the organization.
â€There should be very strong check and balance as well as accountability in funding processes,†he said Saturday at Kapihan sa Sulo forum in Quezon City.
He expressed this view as AFP is in hot water again, this time due to ex-Lt. Col. George Rabusa’s revelation that some funds of the organization were not used for the purposes these were allocated but were, instead, converted for personal financial gain of some top-ranking military officials.
Cimatu himself is accused of pocketing PhP80 million as ‘pabaon’ or send-off gift from the AFP when he retired as its Chief of Staff in 2002.
He denies receiving the money, however.
