BUSINESSMAN-SOLON SEEKS PERFORMANCE COMMITMENTS ON IMPLEMENTATION OF NEW ANTI-RED TAPE MEASURE

By this time, the Department of Trade and Industry and other agencies involved in implementing the soon-to-be law on Ease of Doing Business should be laying down the systems, processes, and procedures eliminating red tape nationwide.

They should also be crafting the implementing rules and regulations by now and not wait until the bill becomes law. The bicameral conference committee recently approved a reconciled bill which is due for ratification by both chambers of Congress.

We want the implementing agencies to present to Congress in March 2018 a clear and definitive timeline on how the different components of the Ease of Doing Business will fall into place this year and in the years ahead.

Which and how many of the country’s 81 provinces, 145 cities, 1,489 towns, and 42,036 barangays will be complaint within this year of 2018, in 2019, and onwards?

We want SMART (specific, measurable, attainable, relevant, and time-bound) performance commitments by which Congress can hold the implementing agencies accountable.

Among the most crucial parts are those involving provincial, city, and municipal governments where competitiveness capacities and readiness are uneven. We want to know how the DTI and agencies are preparing the LGUs for their crucial roles.

Also of particular interest to us in Congress are the information technology systems. When will all the LGUs and concerned national agencies be online and operational for real-time transactions?

Congress has done its part in producing the law needed to very significantly cut out red tape in government. It is now the turn of the national agencies and LGUs to do their part in delivering on the promise of President Rodrigo Roa Duterte on eliminating many of the long lines and making government processes take much less time and less signatures.  (END)
