DOLE: 2 Million Construction Workers set for Deployment Abroad

Nearly two million Filipino construction workers are ready for deployment abroad, the Department of Labor and Employment (DOLE) reported yesterday.

Labor Secretary Arturo Brion said about 1.8 million Filipino students of construction-related courses are set to graduate from technical schools and colleges from 2006 to 2010.

Brion added that overseas Filipino workers (OFWs) currently in the Middle East and deployed in other construction sites worldwide would have finished their respective contracts.

“There would be enough supply of Filipinos to fill up the manpower requirement for the construction of American military bases in Guam,” Brion said.

Brion made the announcement after the local recruitment industry warned of the country’s inability to supply the manpower requirement of Guam once the construction of American military bases there begins.

The Philippine Association of Service Exporters Inc. (PASEI) said at least 50,000 jobs await Filipino construction workers with the impending transfer of the US military facility from Okinawa, Japan.

While the transfer would be in 2010, PASEI president Victor Fernandez said recruitment of workers is expected to start early next year.

Aside from Guam, many other countries including Australia, Japan and Poland also stressed their need for engineers and other construction workers.

However, local recruitment leaders said the Philippines might fail to take advantage of the growing global demand for construction workers since the country is not generating enough highly skilled workers.

“Actually, we have an oversupply of workers but most of them are not qualified or do not pass international standards,” a recruitment official said.

Brion, however, said the Technical Education and Skills Development Authority (TESDA) had certified at least 12,000 workers with construction-related skills every year or some 36,000 in three years.

Brion added that President Arroyo has set aside a special fund for the skills training program to enable the country to meet the labor demands for construction workers both local and overseas.
