BACOLOD  CITY -- The Department of Agrarian Reform (DA) Negros Occidental-South  has partnered with the Municipality of Hinoba-an to establish a community-managed Potable Water Supply, Sanitation and Hygiene (CPWASH) Project in the village of San Rafael.

Hinobaan is the southernmost town of the province situated 190 kilometers from Bacolod.

Provincial Agrarian Reform Program Officer II Lucrecia Taberna signed a memorandum of agreement with Mayor Ernesto Estrao and San Rafael Upland Farmers Association chairman Rodolfo Gavan on Thursday.

Taberna said the project will benefit at least 1,300 residents of Barangay San Rafael, including 500 students and teachers of San Rafael Elementary School.

She added the DAR will allocate PHP80,000 as counterpart, including PHP50,000 for the purchase of construction materials and  PHP30,000  for the project-related technology trainings in the identified project sites.

Para-engineers will be hired for the construction of the facilities.

For its part, the municipal government will fund PHP50,000 for the labor requirement and livelihood project components.

About 70 households and 501 students and teachers of Balicotoc Elementary School are benefiting from the project, which includes water and sanitation facilities with biosand filter, iron removal filter, biogas digester, and rain water collector.
