CEBU CITY (Updated) -- A Chinese woman was arrested upon her arrival at the Mactan Cebu International Airport Wednesday morning because she allegedly carried about four kilos of crystal meth, locally known as "shabu".

That would have fetched P6 million in street sales.

It was not her first time here.

Collector Gerry Campo of the Bureau of Customs (BOC) Port of Mactan said that Liming Zhou, 27, arrived in Mactan at 11:25 a.m. on board Cathay Pacific Flight CX921 from Hong Kong.

Customs Cebu District Collector Rico Rey Holganza said that when Zhou’s light blue suitcase passed under the scanning machine, customs personnel noted a bulge on its side.

When asked if she had declared some goods, Zhou said she did not, which prompted the personnel to open her luggage with her consent.

“Kon imong tan-awon, patag ra ang sud sa bag. So, gitago-an (If you just looked outside, it wasn’t bulky. It seems that whatever was inside was hidden),” Atty. Holganza told Sun.Star Superbalita.

Customs personnel decided to open the lining of the suitcase after a trained dog from the Philippine Drug Enforcement Agency (PDEA) reacted to the luggage.

In a radio DyAB report, PDEA 7 K-9 handler Olibert Estillore said that customs personnel called their attention to a suspicious-looking item inside Zhou’s bag.

This prompted Estillore to let his Belgian Malinois, named Hachiko, check the Chinese national’s suitcase in the presence of personnel from BOC and the Aviation Security Unit (AVSEU) 7.

The dog suddenly sat on the bag, a signal that it may have contained contraband that the dog had been trained to sniff out.

“Niingon ko Sir nga positive gyud Sir kay nag-indicate man atong alaga (I told them that it was likely to be positive because the dog smelled contraband) so they decided to call our main office to make sure,” Estillore said.

Customs and AVSEU authorities opened the lining of the suitcase and found a piece of plywood, which concealed the 11 packs of the substance. The packs were held in place with packaging tape.

Campo said that in its initial test, the PDEA found methamphetamine hydrochloride or shabu in the substance contained in the packs.

Campo said the PDEA chemist will conduct a confirmatory test.

Zhou’s passport showed that she hails from Hunan, a mountain province in Southern China. She was born last Feb. 27, 1989. Her passport was issued by the People’s Republic of China last Jan. 15, 2016 and was good until Jan. 15, 2026.

Since Zhou had a hard time speaking English, Mariano So, an interpreter, translated the standard Miranda warning, which an AVSEU 7 officer read aloud.

Zhou, a former nurse, burst into tears and wailed: “I don’t know!”

According to the AVSEU initial investigation, this was the third time that Zhou came to Cebu this year. She also arrived last March and then last May.

It was learned that Zhou is currently unemployed and that she had been instructed by a Canadian national, who is a friend of her cousin’s in China, to deliver the suitcase to Cebu.

In her previous travels, she was met by three Filipinos, a male and two females, at the airport who would bring her to a hotel in Lapu-Lapu City, where she would stay for three days before going back to China.

Zhou was still being held by the airport police as of press time. . (VLA/Sunnex)
