CDO mayor to answer Malacañang order on admin case

CAGAYAN DE ORO CITY—Mayor Oscar Moreno has been ordered by Malacañang to answer an administrative complaint filed by a former village leader.

This was disclosed by the complainant, former Taglimao barangay chair William Guialani, who accused Moreno and three other City Hall officials of impropriety in releasing checks totaling P79 million sometime in 2015.

Reached for comment, Moreno confirmed that he has recently received an order from Deputy Executive Secretary Ryan Alvin Acosta, directing him to answer Guillane's allegations.

Moreno dismissed the complaint as premature, noting that although the COA finding was unfavorable to him, his administration has yet to conduct an exit conference with the auditors to clarify matters.

Moreno said the COA has never issued a notice of suspension or a notice of disallowance in connection with the release of the checks.

Date August 18 but received only by Moreno sometime this month, Acosta cited a report from the Commission on Audit, saying City Hall's actions pertaining to the questioned financial transaction appears to violate Circulars 2012-005 and 2009-006.

Guillane also named City Treasurer Glenn Bañez, City Accountant Beda Joy Elot and City Budget Officer Percy Salazar as respondents, but the Office of the President junked the complaint against them for lack of jurisdiction.

Moreno said he has already instructed his lawyer, Dale Bryan Mordeno, to immediately answer Malacañang's directive.

“All government transactions from the lowest to the highest levels are always audited by COA. And in the course of their duties, certain findings will come out," the mayor said. But what’s most important is the law provides the agencies concerned ample course to check those findings.” (PNA/Mark D. Francisco)
