MANILA, Philippines - A total of 23 people have been confirmed dead and 14 injured as tropical storm "Basyang" (international name Conson) leaves the country, the state's disaster coordinating agency reported Thursday.
The National Disaster Coordinating Council (NDCC) reported 3 more possible fatalities in Quezon province as of 6 a.m.
The NDCC said search and rescue operations are ongoing for 77 more people, who were reported missing at the height of the storm.
Majority of the missing persons are fishermen, whose boats capsized as the storm lashed strong winds.
The NDCC listed seacrafts that capsized or went missing at the height of the storm.
- 3 fishing boats with 48 people onboard near Balesin Island in Quezon province (3 reported dead, 18 missing)
- Tugboat Side Winder with 9 crewmen in the vicinity of San Nicolas Shoal in Manila Bay (It was towing a barge that sank off Sangley Point, Cavite when it encountered trouble)
- LPG carrier 'Deborah Uno' sank in Mariveles, Bataan (the captain was found dead but 8 crew members were rescued alive)
- fishing vessel Alicia with 6 men onboard sank in Mariveles, Bataan
- 3 motorized boats with 11 fishermen went missing off the Eastern Pacific of Bagamanoc, Catanduanes (all fishermen remained missing)
- a motorized boat with 8 fishermen went missing in Pandan, Catanduanes (all fishermen rescued)
More casualtiesThe NDCC said a total of 12,798 families (64,246 persons) were affected by "Basyang." It said that as of Thursday morning, a total of 1,526 families were still inside 37 evacuation centers.
The storm destroyed a total of 370 houses and partially damaged 2,904. At least 14 people have been reported injured.
Based on reports from the local government units to the NDCC, the storm affected a total of 194 villages in 52 municipalities in the National Capital Region and the provinces of Aurora, Bulacan, Bataan, Pampanga, Laguna, Rizal, Quezon, Cavite, Batangas, Camarines Sur, Camarines Norte, and Catanduanes.
The NDCC said only a few major roads in Central Luzon, Southern Tagalog, and Bicol are either partially passable or impassable.
BlackoutThe National Grid Corporation of the Philippines confirmed a Luzon-wide blackout after its transmission lines tripped at the height of the storm.
The NDCC said power in the Ilocos region have been fully restored and 80% in Central Luzon. Camarines Norte in Bicol region remains powerless.
Power in portions of Metro Manila have been restored.
Power distributor Manila Electric Co. (Meralco) said it is eyeing to restore power supply in 85% of its franchise area by late afternoon of Thursday.
