BAGUIO CITY – Mayor Benjamin Magalong on Wednesday ordered village officials to finish the distribution of the social amelioration program (SAP) cash aid to the families who are most affected by the enhanced community quarantine (ECQ) until April 25.

"Nababagalan ako kaya binigyan natin sila ng deadline para gumalaw sila nang maayos (I feel it [distribution] is so slow that is why I gave them a deadline)," Magalong said during a media forum.

Magalong and officials of the city social welfare and development office (CSWDO) met with village chiefs on Wednesday to thresh-out the problems and issues on SAP distribution.

"If they cannot finish until Saturday, we will return the money to the DSWD and they will answer to their constituents who will not be able to receive their cash assistance," he said.

As of Wednesday, the city has distributed about 47 percent of the PHP248-million allocation for SAP beneficiaries in Baguio.

The city has targeted about 45 percent of its 100,000 household residents as beneficiaries of the national government’s cash aid.

The city information office official social media account posted that as of April 22, 2020, the city government has disbursed a total of PHP93,677,000 SAP cash assistance to 17,160 household beneficiaries in the city's 128 barangays.

"If they (village officials and CSWDO) have to work overnight, they have to do it so that they can finish the work until Saturday," Magalong said.

To date, 300 city hall employees are helping the CSWDO validate the list of beneficiaries that village officials submit.

Earlier, the city government devised a system to facilitate the cash assistance program from the identification of the beneficiaries down to the release of the PHP5,500 cash aid or PHP11,000 for the two months of assistance for April and May.

Under the system, barangays will initially identify and screen the beneficiaries with the use of family profiling forms. The raw list will be submitted to the OCSWD for validation through house-to-house interviews.

The city will deploy enough validation teams to speed up the process. Qualified beneficiaries will be issued a coded social amelioration card (SAC).

After validation will be the processing of documents and payment and eventually, the release of the same with pay-outs to be done in the barangays.

The money of qualified residents whose documents have been validated in villages is immediately released. (PNA)
