All About the Ebola Reston Virus

Agriculture Secretary Arthur Yap has ordered tight watch on movements of pork meat as a precautionary measure after the presence of the Ebola Reston virus, which is not harmful to humans, was detected earlier in two swine farms site in certain areas in Luzon.

In his order, Yap directed the Bureau of Animal Industry (BAI) and the National Meat Inspection Service (NMIS) to ensure strict implementation of DA Administrative Orders No. 28 and 32 which covers guidelines on movement and slaughter of animals, wherein, animal shipment with no health certification and necessary shipping documents are not allowed to be transported and slaughtered.

The BAI was also directed to re-inforce the more than 50 veterinary quarantine checkpoints all over Luzon especially those filtering animal movement from the locations where the virus had been detected.

"I have ordered the BAI and the NMIS to coordinate with LGUs (local government units) in carrying out these directives, which I have issued as a matter of precaution although there have been no reports of unusual illnesses nor deaths in pigs following the resurfacing of the virus," said Yap.

Health and agriculture officials reiterated that the ebola reston virus recently discovered in two swine farms in Luzon "does not pose a significant public health risk." The virus has been shown to be non-pathogenic in the past, which means it is not harmful to humans.

Health authorities said the reston virus is entirely different from the three other Ebola subtypes, which are all potentially fatal to humans.

Unlike the Zaire, Ivory Coast and Sudan strains, the Reston strain has not been found to be fatal like the three other strains or to cause illnesses to humans in contact with the infected animals, they stressed.

It was first discovered in the Philippines 19 years ago among crab-eating macaques or monkeys then being exported by the Laguna-based Ferlite Farms to the Hazleton Laboratories in Reston, Virginia.

Philippine health officials have found no cases of the Ebola-Reston virus in two pig farms and slaughterhouses despite earlier reports that the disease had been discovered, an agricultural official said Friday.

The search has been narrowed to two farms and a quarantine was still being maintained until all animals had been tested and the source of the suspected outbreak found, said Dave Catbagan, head of the Bureau of Animal Industries.

All farmworkers and slaughterhouse employees who handled the pigs from the two farms in Pandi town, Bulacan province, and Manaoag town, Pangasinan province, had tested negative for Ebola-Reston, Catbagan told AFP.

Catbagan said none of the animals tested thus far had the virus.

Earlier, Agriculture Secretary Arthur Yap said Ebola-Reston, a strain of the Ebola virus, had been found at three pig farms north of the Philippine capital, forcing the government to order a temporary ban on pork exports.

The Ebola-Reston strain was accidentally discovered when the government, starting in late August, sent samples of pig blood to US authorities to find a vaccine for another disease killing local pigs.

Six of 24 samples sent to the US tested positive for Ebola-Reston.

Despite the US findings, no new animals have been found with the virus.

"No sick pigs, no sign of critical illnesses of pigs or the human caretakers of these pigs," said Catbagan.

While the four strains of the Ebola virus found in the Democratic Republic of the Congo, Sudan, Ivory Coast and recently Uganda are known to be deadly to humans, the Ebola-Reston virus is not, according to the World Health Organisation (WHO).

Although the Ebola-Reston virus has previously been found in monkeys in the Philippines there were no signs that the pigs at the quarantined farms had contact with monkeys.

Health Department programme manager for Emerging and Re-emerging Diseases Lyndon Leesuy said that, while it was possible for the Ebola-Reston virus to be transferred from pigs to humans, there were no recorded cases in the current suspected outbreak.

MANILA -- Four more Filipinos have been shown to have contracted the Ebola Reston virus, a finding that increases the likelihood that pig-to-human transmission took place, health officials said Friday.

Health Secretary Francisco Duque III said there now are five known cases of possible pig-to-human transmission of the virus after a backyard hog raiser from a northern Manila suburb became the first confirmed case this month.

An initial report said that none of the five men wore protective clothing and all were exposed through direct contact with sick pigs, according to Duque.

The rare virus - first discovered among monkeys south of Manila in 1989 - has not been known to cause serious illness among humans.

At least 25 people in the Philippines have been infected with the virus by monkeys, but only one victim exhibited mild flu-like symptoms.

Three of the Ebola virus' five subtypes are associated with deadly hemorrhagic fever in humans; two other subtypes, including the Reston, are not, according to the World Health Organization.

WHO's Dr. Julie Hall said the five cases in the Philippines "increases the likelihood" of pig-to-human transmission of the virus, but investigators were not yet certain. She said all five people are now virus-free.

"They are not infectious to others, they therefore do not need to be quarantined," she said.

While the virus appears to pose low risks to humans, Hall said the government must implement strict measures such as quick reporting of sick or dying pigs and prevention of the sale of illegally slaughtered meat to keep the virus from spreading among the swine population.

The government invited experts from WHO, the Food and Agriculture Organization and World Organization for Animal Health early this month to conduct a study on the health risks of the virus, first found in pigs in the Philippines in October.

The discovery not only marked the first time the virus has been found outside of monkeys, but also the first time it has been found in swine, a food-producing animal.

Health officials were trying to locate anyone who may have had contact with the five men. (AP)

Pork and Chicken Prices Go Up
THE PHILIPPINES - The Department of Trade and Industry (DTI) said the Ebola Reston virus scare has finally taken its toll on the prices of chicken and pork sold in public markets, a television report said today.

A GMA Flash Report said the the DTI noted that current prices of chicken had gone up by P10 per kilogram from P110 to P120.

Meanwhile, the DTI said that pork prices also spiked by as much as P30 a kilo from the previous P140 to P150 to the current P180.

Trade Undersecretary Zenaida Maglaya said the price adjustments were triggered by consumers shifting from eating pork to chicken.

Mr Maglaya attributed this shift to the fear sowed by the recent discovery of a number of hog farm workers from Bulacan and Pampanga being previously exposed to the virus.

The Department of Health (DoH) said that while the cases show that the virus could have been transferred from pig to human, it assured that the hog farmers are in healthy condition.

Aside from the virus scare, Mr Maglaya said that the “tight" supply of chicken feed in the market had also contributed to the price increase.

But meat was not the only basic commodity that became more expensive, according to the DTI, as rice prices have likewise gone up by an average of P2 per kilogram.

795 hogs culled in Bulacan farm

5,000 more pigs set to be slaughtered

MANILA, Philippines – (UPDATE 2) A total of 795 hogs were culled Monday at a farm in Bulacan as over 5,000 more pigs are set to be slaughtered to prevent the spread of Ebola-Reston virus, officials said.

“We stopped operation with 795 heads done today. We will resume tomorrow at 7 a.m.,” said Davinio Catbagan, director of the Bureau of Animal Industry, in a text message to INQUIRER.net.

This brought to 1,237 the number of hogs culled since depopulation at the farm in Pandi town began Sunday afternoon.

The depopulation of hogs in Bulacan is expected to be completed by Wednesday, an official of the Department of Agriculture said Monday.

Security was tight with police checkpoints set up in the province to prevent reporters from getting close to the farm where traces of the non-lethal virus had been detected.

Even houses near the farm were being secured by police to keep outsiders away.

Fruit bats may be linked in RP Ebola cases

MANILA, Philippines—A group of foreign health experts have arrived here to see if fruit bats may have infected pigs with a non-lethal form of the Ebola virus, a health official said Monday.

Eric Tayag, the head of the Philippine health department's national epidemiology center, said the experts will be looking for the source of the Ebola-Reston virus that infected thousands of pigs earlier this year.

Tayag said the experts were looking at "fruit bats (to see) if they are the source," of the virus.

However he said studies would "take a long time" before the source of the virus is found.

He did not identify the experts or say where they came from.

According to the World Health Organisation, the strain infecting the pigs is not dangerous to humans, unlike the four deadly Ebola subtypes found in Africa.

The strain was first found in laboratory monkeys exported from the Philippines to the United States in 1989.

So far, six farm workers and butchers have been found with the antibodies to Ebola-Reston and scientists are still trying to determine if the six caught the virus from pigs. It is also not clear how the pigs caught the virus.

If a link between the pigs and the workers is proved, it would be the first time humans have contracted the disease from pigs.

The six infected workers remain healthy and have not developed the disease, said Tayag.

Earlier this year, the government quarantined two farms where the virus was detected and slaughtered around 6,000 pigs to prevent the spread of the Ebola-Reston virus.

This is good that the Philippines is taking the charge and taking preventative measures. And the medical personal at ready, this is really very commendable for the Republic of the Philippines.
