A 6-year old girl murdered
« on: February 11, 2011, 02:18:07 AM »
CEBU CITY -- Ellah Joy Pique, 6, waved goodbye to two friends and classmates as she boarded a black sports utility vehicle,
joining the Caucasian man who drove it and a Filipino woman on the passenger seat.
That was past 4 p.m. last Tuesday.

At 7:55 a.m. Thursday, Ellah was found dead at the foot of a cliff along the national road in Barangay Sayaw,
Barili town, more than 40 kilometers away from home.
Her naked body was tightly wrapped, along with three rocks, in two cream-colored blankets.
Gray cables snaked around the tiny bundle.
The discovery ended a frantic search by her father Renante, 40, who began looking for Ellah at 5 p.m. Tuesday
when she failed to come home from the Calajo-an Elementary School in Minglanilla town.

Ellah Joy is his youngest child and only daughter.
The Philippine National Police (PNP) Crime Laboratory in Central Visayas will conduct an autopsy on the body,
which was dumped near a beach resort.
The Grade 1 pupil's belongings were discovered in Patupat, the barangay next to Sayaw, around 9 a.m.
These included a pink checkered skirt, pink shorts, a sleeveless white blouse, her violet slippers, a lunch box and her school bag filled with notebooks.
Two P50 bills were among the items found in Patupat, which surprised the girl's father.

"Naa'y kwarta? Wa ko kahatag og kwarta niya (There's money? I did not give her any money)," he said.
Renante said the last time he saw Ellah was at noon last Tuesday, when the girl went home for lunch.
The next time he saw her, she was in the Divine Heart Funeral Parlor in Ronda town.
He said he scoured Cebu City in search of his daughter and filed a missing person report at the Mambaling Police Station,
apart from asking for help at the Minglanilla Police Station.
Renante and the Minglanilla police, headed by Chief Inspector Laurel Almirante, learned from Ellah's two classmates
and companions that they were heading home from school when the black car, with brown lines on its sides, stopped in front of them.
This happened just a few meters away from the school.
The two children remembered that the license plate number ended in "679" but couldn't recall the prefix.

According to the children, the woman told Ellah to get inside the car.
"Day, sakay diri kay ihatud tika sa inyoha, kaila mi sa imong mama (I'll bring you home. I know your mother)," she reportedly said.
Without any hesitation, Ellah, who was very friendly, got inside and sat on the woman's lap. She waved goodbye.
That was the last time her friends saw Ellah alive.

SPO3 Elsa Albuera, chief of the women's desk of Barili Police Station, said judging from the information relayed by the two children, it is possible the case was an attempt at human trafficking.
"The younger the victim, the higher the price," she said.
Renante said he regularly walked with his daughter from home to school and, later, back. But that afternoon, he decided not to because he had to bring his motorcycle to a repair shop.
"Wa gyud ko magdahum. Pinangga kaayo to nako siya nga anak (I did not expect this would happen. I loved her so much)," he said.

Police investigators from the towns of Barili and Minglanilla are working together to identify the perpetrators. The police are also working with the Land Transportation Office to trace the vehicle.
Laurel, in an interview with Sun.Star Cebu, said they are trying to come up with the sketches of the Caucasian man and the Filipino woman, through the help of the two witnesses.

Cebu Provincial Police Office (CPPO) Director Erson Digal directed Laurel to lead the joint team of investigators.

Digal said he also sent a team from the Special Reaction Unit (SRU) to Calajo-an to improve police visibility and to reassure the residents.

He appealed to the residents, especially those who witnessed the abduction, to help the police by reporting what they have seen.

Homicide investigators will invite witnesses to help the police sketch the suspects' faces.

These witnesses include habal-habal drivers and elementary pupils who saw the an unidentified woman and a Caucasian man whose vehicle the child boarded, said PO2 Humprey Alpas of the Minglanilla Police Station.

Two Minglanilla police operatives - PO2 Hazel Caballero, a women's desk officer, and PO1 Edsel Ricablanca - escorted the girl's father to Barili town to check on the body found there. (Jovy Taghoy-Gerodias/With Garry Cabotaje/Sun.Star Cebu)

This is not a new modus operandi. Please teach your kids to be very careful talking to strangers. I would suspect that there are pedophiles tricking young girls/boys to be sexually victimized.

reading this made my stomach curl.  how many times and what other examples must i tell our own little girl to keep her safe?

my deepest sympathy goes to the child's father and family.  sons are supposed to bury their fathers.  it is tragic enough when a son goes ahead of the father.  but when a father buries his daughter, the apple of his eye and his heart's needle at the same time, i wouldn't blame him if he starts wishing that he were a tree and not a human being.

Minglanilla offers P100T reward for information
By Niña G. Sumacot and Liv G. Campo/BRP (The Freeman) Updated February 12, 2011 12:00 AM Comments (0) View comments

CEBU, Philippines - The Regional Anti-Human Trafficking Task Force suspects a syndicate is behind the abduction and murder of six-year-old girl Ellah Joy Pique whose body was found in Barili a day after she was abducted in Minglanilla.

This as the Minglanilla municipal council offered a P100,000 for information leading to the arrest of her killers.

Task force team leader, Senior Insp. Maria Theresa Macatangay said they have two witnesses, whose accounts match, that there were at least three people who could have thrown Pique’s body.

A fisherman in Barili, Macatangay told them that between 4 to 5 a.m. last Wednesday, he saw silhouettes of three people atop a slope using three flashlights. Pique’s body was found at around 7 a.m. down the slope.

“Sige daw sila og iwag sa pangpang gamit tulo ka flashlights. Ngitngit man kaayo ang area. Siguro nangita na to sila asa itagak ang lawas sa bata,” Macatangay said.

Macatangay said the fisherman’s claims coincide with that of another man who was jogging near the area that same time.

The man, Macatangay said, reported seeing a sports vehicle with people, whose faces he could not recognize because of the dark, talking outside.

“Naa’y binayot pa daw ang inistoryaan. Ang iyang nabatian nga gisulti sa binayot nga naa pa daw sila’y kuhaon sa sulod (of the car),” Macatangay said.

A day prior to the discovery of the body, Ella Joy was abducted outside her school in Calajoan, Minglanilla, around 4 p.m. by a Filipina and a foreigner who rode on a Pajero.

Macatangay said their investigation so far showed that the motive behind the abduction is human trafficking.

“There is exploitative purpose on trafficking. Uso ra ba karon ang child pornography, so posible gipugos siya og pabuhat sa di niya ganahan buhaton,” she said.

Macatangay said their case is not yet enough to file a case but some of their evidence are enough to lead them to possible suspects.

Right now, the task force is coordinating with several agencies including the Scene of the Crime Operatives for the autopsy result, Land Transportation Office-7 for the possible owners of the partial plate number of the vehicle witnesses saw —reportedly 679— and the International Justice Mission.

Macatangay said they have already asked help from the IJM for their record on pedophiles and sex offenders in Cebu.

“Gitagaan jud mi og standing order ni sir (Sr. Supt. Augusto) Marquez, executive officer sa task force, na sulbaron gyud ning kasoha kay dili ni basta-basta na panghitabo, ug alarming,” she said.

Meanwhile, members of Minglanilla town council, during their special session yesterday, agreed to put up a P100,000 reward to whoever can give information that will lead to the arrest of the killers of Pique.

The council yesterday approved a resolution authorizing the town’s disbursing officer to deduct the amount from the councilors’ monthly honoraria.

Councilor Concordio Mejias said they have agreed not to use the town’s fund as it usually takes a long process for the money to be released and they want the killers to be arrested immediately.

He said each councilor will only need to shell out less than P10,000 as there are already businessmen in Minglanilla who have voluntarily donated a chunk of the reward.

Mejias said if they can accumulate more than P100,000 the rest of the money will be given to the family of Pique. Mayor Eduardo Selma has also promised to give financial aid to the family.

Pique was abducted Tuesday afternoon and was found dead early morning the next day in Barili town.  (FREEMAN)

A syndicate might be behind the kidnapping and killing of six-year-old Ellah Joy Pique, a police official said.

Senior Insp. Maria Theresa Macatangay said the police are chasing three suspects, not just two.

Macatangay, chief of the Research Section of the Intelligence Division (ID) of the Police Regional Office (PRO) 7 and team leader of the Regional Anti-Human Trafficking Task Force, said they have two new witnesses.

She said the evidence they gathered is enough to lead them to the possible arrest of the perpetrators.

Law enforcement agencies are also coordinating with the Bureau of Immigration (BI) in identifying the suspects, a Caucasian man, a Filipino woman, and another man.

Ellah Joy, a grade one pupil of Canlajoan Elementary School in Minglanilla, in southern Cebu, was kidnapped last Tuesday by the suspects on board a black sports utility vehicle.

The victim’s body, which was wrapped with a bed sheet, was found dead the next day in Barangay Sayaw, Barili.

An official of the Land Transportation Office (LTO) 7 revealed they have identified the owner of the black sports utility vehicle.

But BI 7 Director Casimero Madarang III said they find it difficult to cross-match the cartographic sketch of the Caucasian suspect with more than 7,000 registered foreign nationals in their database.

Senior Insp. Macatangay, though, said they will coordinate with the International Justice Mission (IJM) to check the identity of the foreigner.

IJM has a database of personalities involved in human trafficking, Macatangay said.

Cebu Provincial Police Office (CPPO) Director Erson Digal said they created a task group, which is composed of Criminal Investigation and Detection Group 7, Provincial Intelligence Branch, Regional Intelligence Branch, the Crime Laboratory and the Minglanilla Police, to solve Ella Joy’s case.

Parents and professionals angered by the murder of Ella Joy are raising a bounty on the heads of her killers.

They also want to raise enough funds to help the family of Ellah Joy Pique bring the culprits to justice.

"The amount pledged so far has reached P200,000," said Frank Malilong, a lawyer and Sun.Star Cebu columnist, who is coordinating the efforts. (PNA)

Update of the story:

By Edison delos Angeles
Inquirer Visayas

A Filipina and a Norwegian were arrested for the murder of a six-year-old girl whose body was dumped in a cliff in Barili town, southwestern Cebu.

Police said charges would be filed against Karen Castro Esdrelon, 25, a native of Tuburan town, and Swen Erik Berger, 47, from Oslo Norway, after at least two children identified them as the one who picked up Ellah Joy Pique from school in Barangay (village) Calajoan, Minglanilla town, southern Cebu, past 4 p.m. on February 8.

Senior Superintendent Erson Digal, Cebu provincial police director, said they were still in the process of determining the exact cases to be filed against the suspects who were detained at the Cebu Provincial Police Office (CPPO)in Barangay Lahug, Cebu City.

Esdrelon and her fiancé Berger denied the allegations, saying they were in Cebu City at the time of the girl’s abduction in Minglanilla, about 15 kilometers away.

Lawyer Salvador Solima, the legal counsel of Esdrelon and Berger, said they would file charges against the police if his clients were not released on Monday, adding that the arrest had caused so much embarrassment to the suspects and their families.

Pique, a Grade 1 pupil of the Calajoan Elementary School, was found dead at the foot of a cliff in Barili on February 9, the day after she was kidnapped. Her naked body was wrapped in a bed sheet tied to a rock. A seven-inch wound was found in the head, indicating she was hit with a hard object.

She was last seen with a Filipina who picked her up from school purportedly on the request of the girl’s mother. The two boarded a Mitsubishi Pajero driven by a male Caucasian.

Esdrelon and Berger were supposed to leave for Hong Kong on Saturday night. But they were stopped by the police at the Mactan Cebu International Airport (MCIA) in Lapu-Lapu City past 8:30 p.m. after their features matched the artist’s sketches of the Filipina and the foreigner who kidnapped Pique.

The airport police then informed the CPPO officials who then brought a pimp and a 10-year-old friend of Pique to the MCIA in order to identify the suspects.

The pimp confirmed that he had supplied young girls to the Norwegian.

The girl, on the other hand, identified the Filipina and the foreigner as the ones who picked up Pique while they were heading home from school last week.

The police then took the couple to the CPPO headquarters where classmates and friends of Pigue came to identify the two suspects.

The police detained them, pending the filing of the charges.

But Berger and Esdrelon told a news conference that they had nothing to do with the crime.

Esdrelon said Berger arrived in Cebu at 6:40 p.m. on February 7 to meet her and her family. The two met through the Internet dating website DateInAsia.com on Aug. 19, 2010.

It was Berger’s second visit to the Philippines. The first was on Oct. 27, 2010.

They spent the night at Days Hotel in Lapu-Lapu City. The next day, they went to Metro Gaisano on Colon Street to meet Esdrelon’s aunt as well as to buy an engagement ring and a bracelet.

They then proceeded to the Philippine National Bank branch in downtown Cebu City to open a bank account. About 2:30 p.m., they went back to Gaisano Metro to meet Esdrelon’s cousin to get her Professional Regulatory Commission license. Esdrelon is a licensed nurse.

They then went to the Cebu-based Norwegian School, Sigvathsen, because Esdrelon wanted to study the Norwegian language.

At about 4:30 p.m., they had a late lunch at the Family Choice Restaurant on Gorordo Avenue before going to the Waterfront Cebu City Hotel and Casino where they checked in about 5 p.m.—With a report from Gabriel Bonjoc

Filipina, Norwegian held for murder of 6-year-old girl in Cebu

CEBU CITY, Philippines—A Filipina and a Norwegian have been held for questioning by the police for the killing of a six-year-old girl whose body was dumped in a cliff in Barili town, southwestern Cebu.

Five children are at the Cebu Provincial Police Office (CPPO) to confirm if the couple were the same persons who picked up Ellah Joy Pique from school in Barangay (village) Calajoan, Minglanilla town, southern Cebu past 4 p.m. on February 8.

Pique, a Grade 1 pupil of Calajoan Elementary School, was found dead at the foot of a cliff in Barili the next day. Her naked body was wrapped in a bed sheet tied to a rock.

The Filipina, who is in her 30s, and the 47-year-old Norwegian were supposed to leave for Hong Kong on Saturday night.

But they were stopped by the police at the Mactan Cebu International Airport (MCIA) in Lapu-Lapu City past 8:30 p.m. after their features matched the artist sketches of the Filipina and the foreigner who kidnapped Pique.

The airport police then informed the CPPO officials, who then brought a pimp and a 10-year-old friend of Pique to MCIA in order to identify the suspects.

The pimp confirmed that the Norwegian was the same foreigner who hired young girls from him.

The girl, on the other hand, identified the Filipina and the foreigner as the ones who picked up Pique while they were heading home from school last week.

The police then brought the couple to the CPPO headquarters in Barangay Sudlon, Cebu City for interrogation.

Students rally for Ellah Joy; Karen, Sven get support

ABOUT 1,000 students from two schools attended a prayer rally calling for justice for the kidnap and murder
of 6-year-old Ellah Joy Pique in Minglanilla town, Cebu,  yesterday afternoon.

Elsewhere, some nurses in Tuburan town, west Cebu,  and a Norwegian journalist  voiced their support for the two
suspects in the case, Cebuana nurse Karen Castro Esdrelon and her Norwegian boyfriend Sven Erik Berger.

A 14-year-old girl who was reported by  as having escaped an attempt by a car-riding stranger to snatch her
from the road  in Minglanilla  last Saturday expressed grief over Ellah’s death.

The girl was headed to church when a man in his 40s stopped in front of her and repeatedly invited her to ride with him in his red car.
She ran away and was followed by the man, only to seek refuge inside the church. The man drove away.
“I don’t want to see his face again,” the girl said, adding that she has a hard time sleeping because of the incident.

In Tuburan town, fellow nurses of Esdrelon like Tuburan District Hospital head nurse Elvin Tangan said they could vouch for her innocence.
Tangan said while they don’t know about the events that led to Ellah’s death, they knew Esdrelon couldn’t kidnap and murder her.
Tangan said Esdrelon showed good behavior as a trainee in the district hospital last year.
She said the case shocked them since Esdrelon came from a respected family in the town.

this tragedy seems to be turning into a turf war; police vs. the nbi, just like in the movies.  the norwegian embassy and norway itself are understandably following the developments of this tragic case that involves one of their own.

the two suspects have been charged despite having proven that their itinerary was as they said it was, away from the scene of the crime, as confirmed by the nbi's investigation.  the police meanwhile based their warrants on the testimony of a pimp and three children.

matod pa, kini ra bang mga bata pareha rag tinan-awan sa mga puti nga langyaw.  mahadlok sad ang police nga mobuhi kay tungod kay publicized kaayo ang krimen, basulon pod unya sila nga wa silay gihimo.  mao nga hala, charge dayon on the say-so of witnesses.  the plot thickens.

Police continues filing raps against Berger, girlfriend
By Ador Vincent Mayol, Candeze R. Mongaya
Cebu Daily News
First Posted 12:30:00 02/17/2011

THE Cebu provincial police force considers their work done in the kidnap-murder case of Ellah Joy Pique. Now it's up to the prosecutors to finish it, they said.

Supt. Eduardo Saavedra, deputy director of administration of the Cebu Provincial Police Office (CPPO), said while they welcome the National Bureau of Investigation's (NBI) entry in the case, they have stopped searching for other suspects in the crime.

In yesterday's monthly PNP forum, Saavedra said the testimonies of three child witnesses are “strong enough” to warrant filing of charges against suspects Sven Erik Berger and Karen Castro Esdrelon.

This was seconded by the Investigation Detection and Management Bureau (IDMB).

Senior Supt. Patrocinio Comendador, IDMB chief of the the Police Regional Office in Central Visayas (PRO-7), said while this isn't the first time he met “conflicting inquiries” between the police and NBI, it's the prosecutor who will decide whether there is probable cause of guilt.

"If we release the suspects now and discount the testimonies of the witnesses, what will the public say about the police?” Saavedra said.

The NBI earlier followed the itinerary cited by Berger and Esdrelon before and during the time of Ellah Joy's kidnap-murder.

NBI agents talked with staff of the Norwegian Language School in barangay Lahug, Cebu City, where the 24-year-old Esdrelon, a registered nurse, enrolled at 3:30 p.m of Feb. 8, the date of Ellah Joy's disappearance.

They also obtained confirmation from the management on the security videotapes of the Waterfront Hotel, which showed the couple checking in at 4:40 p.m, nearly the same time that Ellah Joy was supposedly taken by a Caucasian man and his female companion.

Ellah Joy and her classmates went outside outside the Calajo-an Elementary School in Minglanilla town, southern Cebu, when she was invited by a couple to ride in their Mitsubishi Pajero.

She went with them despite the protests of her classmates.

Ellah Joy was later found naked and wrapped in a bedsheet and placed in a sack along with some rocks off a cliff in Barili town, a day later.

Both Berger and Esdrelon denied they were responsible for the crime.

Charges of kidnapping with homicide and violation of the Anti-Trafficking of Persons Act were filed against the couple.

Esdrelon said they only want to be released and the real perpetrators arrested.

She said they will ask the NBI's help to clear their names.

Cebu Gov. Gwendolyn Garcia confirmed that she was coordinating with the NBI in handling Ellah Joy's case. She said the NBI was part of the Provincial Anti-Crime Task Force, which she heads, along with the police.

In an interview after the Pabahay Caravan forum yesterday, Garcia said she had been receiving reports from the NBI but declined to elaborate saying this would be “premature”.Cebu City Mayor Michael Rama also voiced his support for an anticrime task force to handle the Ellah Joy murder case.

He said the agencies can investigate and function independently while pooling their resources and information to arrive at a common resolution on the case. (With reports from Correspondents Chito Aragon, Jhunnex Napallacan, Carmel Loise Matus and Jemarie Jane P. Augusto)

Update from Sun Star Cebu

The National Bureau of Investigation (NBI) in Central Visayas submitted Friday a report that supports a Norwegian national and his Cebuana fiancee's alibi that they were elsewhere at the time a six-year-old girl was kidnapped in Minglanilla.

At least 14 photographs, captured from the footage of the Waterfront Hotel's security cameras, were submitted to Governor Gwendolyn Garcia. She will submit the full report on Monday to the Cebu Provincial Prosecutor's office.

The first two photos show the couple, Sven Erik Berger and Karen Esdrelon, entering the hotel at 4:44 p.m. last February 8, bringing their bags. At 4:45 p.m., they were registering at the front desk. Each photo bears a date and time stamp.

According to witnesses, Ellah Joy Pique, 6, was abducted from outside a public school in Minglanilla past 4 p.m. on February 8.

The town lies more than 15 kilometers south of Cebu City.

Asked if she was convinced Berger and Esdrelon are not the suspects, Garcia replied: "You can make your own conclusion." She also declined to say whether she will seek the relief of Cebu Provincial Police Chief Erson Digal.

"As I said, expect action. Abangan ang susunod na kabanata," the governor said during a press conference where she presented the NBI Central Visayas's report to the press.

NBI-Central Visayas Director Edward Villarta declined to comment.

"There is a need to strengthen the case further," Senior Superintendent Patrocinio Comendador said in a separate interview. He suggested looking into other accounts that three other suspects were involved in the child's death.

The chief of the Regional Investigation and Detective Management Branch said their conference last Thursday afternoon was meant to guide the Cebu Provincial Police Office (CPPO) on what to do.

Comendador said the evidence, for now, is limited to the identification by three child-witnesses.

CPPO Director Erson Digal, in a phone interview, agreed they need to gather more evidence, but refused to comment on the NBI's findings.

"Bahala na ang piskalya ana (It's up to the prosecutor's office)," he said.

Director Villarta of the NBI pointed out the police were under pressure to file a complaint because they could not hold the suspects beyond 36 hours without doing so.

"Medyo pressured din sa time. May fiscal naman (There's a prosecutor) to weigh the evidence," he told Sun.Star Cebu.

Garcia said she was satisfied with the NBI's report, which was done in "a very careful, circumspect, thorough and quiet manner, without trumpets blaring or cameras rolling."

"They did their job in a most professional and unheralded manner, which befits persons of their credibility. They did not come out with press releases in spite of your (media's) badgering. They chose to remain quiet but worked thoroughly and now I have been presented with a report that has zeroed in to the verification of the story that was presented by this couple," she said.

She said she asked the NBI to verify the alibi of Berger and Esdrelon, after she talked with the couple last Sunday. The NBI did not interfere with the police, she pointed out, but acted based on her instruction as chairperson of the Provincial Task Force Against Criminality. That task force includes the NBI.

Garcia also said that what happened to Berger should not be considered a diplomatic faux pas, as there is a need to balance peace and order with the initiative of attracting tourists to visit Cebu.

"However, the bottom line is, fairness and justice to all concerned, and that is the reason why, as I have said, as the chair of the anti-criminality task force, we should get to the bottom of it and get the truth," she said.

Comendador, in a separate interview, said the police should find the black sports utility vehicle the child's captors used and trace the origins of the cloth wrapped around her body.

The Land Transportation Office (LTO) in Cebu has deferred the release of their report on the black SUV that a Caucasian man and a Filipina used to abduct Ellah Joy. Witnesses caught only the tail end of the license plate (679) and not the three-letter prefix.

LTO-Central Visayas Director Raul Aguilos said the agency's IT provider, Stradcom, has not finished retrieving its data yet.

Ellah Joy's family has scheduled her burial for this Sunday.

Mary Jane Pique, the child's grandmother, said that despite doubts raised in recent days, she remains convinced the police arrested the right couple.

Exactly a week ago, Berger and Esdrelon were kept from boarding a 10:15 p.m. flight to Hong Kong, after an immigration officer said he saw their resemblance to police-made sketches of the suspects in Ellah Joy's case. (RSA/KAL/JKV/Sun.Star Cebu)

Editorial, Cebu Daily News
(Palpak na sab ang mga Police)

No, this is is not a separate investigation, said the National Bureau of Investigation (NBI).

They refer to their work as “validating” the itinerary of Erik Berger and Karen Esdrelon, the couple in trouble with the police.

Whatever the NBI calls it, the additional sleuthing is something we should see more of.

Enough time has been wasted haranguing a pair of lovebirds for a crime that took place 16 kilometers from their well-documented hotel stay in Cebu City.

Thirteen days after Cebu's most publicized case of child-snatching, the killers of 6-year-old Ellah Joy Pique are still in the shadows, perhaps laughing at the sound and fury over a Norwegian's extended vacation in a police camp.

What we'd like to see is a 100 percent NBI investigation in as many aspects of the kidnapping and murder as possible, protocol be damned.

The work of the civilian agency was lauded by Gov. Gwendolyn Garcia for its low-key thoroughness and concrete results. It took them only one day to check out the couple's alibi on the crucial date – Feb. 8.

Plus, they allowed Garcia as chairperson of the Provincial Anti-Crime Task Force to come out looking like a champion in the “quest for the truth” when she called a press conference on Feb. 11, while the egg is being wiped off the face of the Cebu Provincial Police Office, another member of the task force.

The NBI's simple verification yielded a prize piece of evidence: video footage of security cameras of the Waterfront Cebu City Hotel showing Erik Berger and Karen Esdrelon checking in. One time-stamped photo records the couple registering at the front desk at 4:45 p.m. Agents later viewed more tapes showing the sweethearts having Margaritas by the poolside.

The long-standing rivalry between the NBI and the police can be put to good use.

Or, to put it more diplomatically, they can complement each other's efforts.

The NBI is useful for another thing. They are the only office with a polygraph or lie-detector equipment with certified operators.

We don't support the suggestion of defense lawyer Salvador Solima to submit the three child-witnesses to this test, though. Ellah Joy's classmates have been subjected to enough poking and prodding by adults who had left their own homework undone.

The polygraph is better reserved for the pimp-informant, who led police searching beach resorts in Moalboal town for a Caucasian man with a taste for young prostitutes.

A polygraph test would be useful for screening anybody else who comes forward claiming to know the identity of Ellah Joy's abductors. If one has pure intentions to help solve this crime, this shouldn't be a problem. A half-hour strapped to a polygraph machine would cut man-hours in investigation time if it can weed out bounty hunters with an eye for P200,000 in reward money.

We laud NBI 7 Regional Director Edward Villarta for his sense of protocol. He waited to be invited to the hunt.

Party B could not intervene in the operations of Party A, thus requiring a third party – the governor – to use her high office to summon the NBI to reinforce a rushed, but lackluster criminal investigation.

But the trail is getting cold. Why hold back the rest of the bloodhounds?

Justice, along with an exhausted pair of detainees, shouldn't be made to wait much longer.

Dili convincing ang alibi bisag gipalig-on sa NBI
By Lloyd Suarez
Cebu Daily News

* * *

* * *

ug  nigawas for a ride padulong south.
They are having margaritas by the poolside? wala man gi indicate ang time, having
  a celebration of a successful entrepreneurship?  ::)

Editoryal: Kalig-on sa testimonya sa mga bata
Friday, February 25, 2011
