50,000 OFWs may lose jobs over PH-Taiwan row

MANILA, Philippines - Taiwan's representative to the Philippines Donald Lee is leaving for Taiwan this week as he confirmed reports that he is being recalled by his government.

Lee, however, said his recall is not permanent yet. "We will review the issue, that's why I'm going there," he said.

Lee's recall is part of a protest action initiated by Taiwan after the Philippine government handed over 14 Taiwanese nationals to Beijing, China, along with 10 Chinese nationals who are suspects in an international fraud scam involving US$20 million or 1 billion pesos

The Manila Economic Cultural Office (MECO), which is the Philippine representative office in Taiwan, fears that more than half of the 90,000 overseas Filipino workers (OFWs) in Taiwan might lose their jobs over the row.

"Yun ang pinaka affected, our OFWs. Pwedeng kausapin ng Taiwan ang mga factories at pauwiin sila...hindi bababa ng kalahati, 45,000 to 50,000, posibleng mapauwi", said Amadeo Perez Jr., MECO chairman.

Philippines succumbed to China?

Meanwhile, a strongly worded statement from the Taiwan Economic Cultural Office (TECO) was released to the media.

Part of it said, "Succumbing to the pressure from the People's Republic of China, this deportation is very inhumane, unfair, and null and void to the 14 Taiwanese nationals, and it gravely impairs our trust in the Philippine government, as well as betrays the long lasting friendship between Taiwan and the Philippines."

The statement also added that, "On the premise that the Philippine government is a free democracy, which violated its own law and denied the human rights and protection to our people, how can the Philippine government expect the government of the Republic of China (Taiwan) to provide the deserved legal rights and protection to the 80,000 OFWs in Taiwan?"

Taiwan wants the Philippines to apologize for the deportation issue, saying "...the Philippines owes Taiwan an apology for the said unfortunate incident."

Palace stands by deportation

But Malacañang is standing by the deportation of the Taiwanese nationals to China because it was the Chinese government who presented a warrant for their arrest and the victims of the fraud were all Chinese.

Malacañang is also leaving it up to MECO to mend the issue.

“We stand by what happened. We stand by the explanation that we have already given and as to the measures that Taiwan is taking. It’s up to MECO to deal with the measures that Taiwan is taking,” said Malacañang deputy spokesperson Abigail Valte.

But MECO's Perez said it cannot apologize for the Philippine government since "we are a non-profit corporation. Taiwan wants a personal emissary of the Philippine government to apologize."

Stricter visa screening

Aside from the thousands of OFWs in Taiwan whose contracts may not be renewed because of the spat, Perez confirmed that Taiwan is now expected to strictly screen Filipino visas going to Taiwan.

"Instead of processing it for 12 days, it could take 4 months," said Perez.

MANILA, Philippines—President Benigno Aquino III will be sending an emissary to Taiwan to explain why the Philippine government deported alleged Taiwanese criminals to China even as his spokesperson said that the Philippines is not apologizing to Taipei for handing over the 14 Taiwanese to the Chinese.

Mr. Aquino Thursday sidestepped the question of an apology, as demanded by Taipei, saying that the Manila Economic and Cultural Office (MECO), the Philippines’ de facto embassy in Taiwan, was “handling the issue.”

“Perhaps we just have to wait for the emissary who will be sent who is subject to restrictions imposed by our laws,” Mr. Aquino said at a news briefing.

He said the emissary will “discuss particular issues and explain why [we] decided the way [we] decided.”

Repercussions

But in a news briefing earlier, Presidential Spokesperson Edwin Lacierda said the Philippines was not apologizing despite the move having angered Taiwan which has indicated that there will be repercussions for Filipinos working in the island.

Lacierda said the 14 Taiwanese were deported to China “because we do not wish to be a haven of international crime syndicates” and that the government wanted to ensure their successful prosecution.

“The evidence is in China, the crime was committed in China, so it was in our best interest, in our national interest to deport them to China,” he said.

No justice

A senior diplomat at the foreign affairs department who asked not to be named said “the dilemma is that had they been deported to Taiwan, they would most likely have been set free because to our knowledge, there are no criminal charges pending there against them.”

“This is what happened when a group of 18 Taiwanese were earlier allowed to leave for Taiwan on similar accusations of telecommunications fraud. The ends of justice would not have been served,” the same source said.

The 14 Taiwanese, along with 10 Chinese nationals, were arrested by Philippine authorities in December over alleged credit card fraud and all were deported to China last week.

On Wednesday, Taiwan accused the Philippines of bowing to pressure from Beijing over the “inhumane” deportation of the Taiwanese and warned of retaliatory action.

Donald Lee, head of the Taipei Economic and Cultural Office (TECO), Taiwan’s de facto embassy here, said Philippine authorities ignored his request for the suspected fraudsters to be returned to Taiwan.

“No prior notification of deportation was given to my office, and the deportation itself proceeded secretly at midnight, which shows no due respect to the government of Taiwan,” Lee told reporters.

He said the move greatly impaired relations with the Philippines, and warned Taiwanese authorities could retaliate against the tens of thousands of Filipino workers in the island.

Longer screening

Taiwan has already this week increased the screening period for Filipino people trying to enter the island to work, and threatened to bar them from entry completely.

Lee confirmed that he would temporarily head back to Taipei and would be leaving within the week.

Officials from the Chinese Embassy in Manila were not immediately available for comment.

China considers Taiwan to be its province and has been trying to isolate it internationally. The Philippines recognizes only the Beijing government, although it maintains economic and cultural ties with Taiwan. With Jerry Esplanada and Agence France-Presse

MANILA, Philippines – A group of recruitment agencies accredited by Taiwan are feeling the effects caused by the diplomatic row between the Philippines and Taiwan.

According to the Pilipino Manpower Agencies Accredited to Taiwan (PILMAT), they are now experiencing stricter visa processing for OFWs bound for Taiwan.

PILMAT said the usual one-week processing now takes about four months to finish.

The group fears that if the row continues, the fate of 5,000 OFWs who are set to leave this month will be affected.

Liza Neri is among the OFWs who are supposed to leave this February for Taiwan. She is worried about her children’s education if her departure is further delayed.

“Sana huwag kaming isali, kasi kung tutuusin, wala kaming alam doon. Maaapektuhan kinabukasan ng mga anak ko,” she said.

Around 90,000 OFWs work in Taiwan.

On Thursday, Malacañang said it will not issue an apology for deporting 14 Taiwanese nationals China.
