2 doctors, nurse in rectal surgery scandal back to work
« on: September 04, 2008, 01:07:12 AM »
CEBU CITY, Philippines—The two doctors and a nurse from the government-run Vicente Sotto Memorial Medical Center who were linked to the controversy over the videotaping of a rectal surgery have gone back to work after serving a three-month suspension.

Dr. Philipps Leo Arias, Dr. Joseph Montecillo and nurse Carmenia Sapio reported for duty at the hospital some time in August, said VSMMC media liason officer Dr. Emmanuel Gines and Department of Health-Central Visayas (DOH 7) regional director Susana Madarieta on Wednesday.

Madarieta said the three reported for work since the preventive suspension expired last August.

The DOH had imposed a three-month preventive suspension on the three hospital staff in the wake of the controversial video taking of the rectal surgery on a 39-year-old male patient that was conducted to extract a perfume canister shoved into the patient's rectum by a male partner on New Year's Eve.

Arias was the head surgeon during the surgery and was assisted by Montecillo. Sapio was the operating room nurse.

The operation on January 3, 2008, became controversial after the unauthorized video was uploaded to the video sharing website YouTube and was circulated through cellphones.

The video showed people around the patient laughing and clapping when the canister was extracted from the patient's rectum.

Gines said that despite the incident, the hospital management still trusted the three suspended medical practitioners, who have since resumed their usual duties at the hospital.

Meanwhile, Assistant Ombudsman Virginia Palanca-Santiago said on Wednesday the Ombudsman would complete "very soon" the criminal and administrative investigation of the incident.

However, Santiago could not give a specific date as it would depend on the investigator handling the case.

The Visayas Ombudsman started conducting the criminal and administrative investigation after it received the complaint of the patient.

The Ombudsman resolution dated May 5, 2008 found that there was reasonable ground for violation of Section 3(e) of the Republic Act 3019 (Anti-Graft And Corrupt Practices Act) against seven doctors, five nurses and two clinical instructors.

Except for the two clinical instructors, the 12 medical practitioners also faced an administrative case for grave misconduct.(Inquirer.net)
