It was a grand slam of sorts for the local government unit of Loon when its Electronic New Government Accounting System (e-NGAS) brought home an award in each of the four categories given by the Commission on Audit during the 2nd e-NGAS Users' Circle Conference (for Visayas-Mindanao Area) held at the Sulu Hotel, Quezon City on Nov. 22, 2007.

Loon Mayor Lloyd Peter M. Lopez, M.D. announced this latest honor accorded to the LGU by the Commission on Audit in his message during the joint oath-taking of barangay and SK officials on Nov. 30, 2007 at the Loon Sports and Cultural Center.

The Plaques of Recognition were on the four categories: First Municipality to Implement the e-NGAS, Local Government Unit with the Most Updated Financial Statements, Local Government Unit with the Most Updated Budget Reports, and Local Government Unit with the Shortest Roll-Out Period.

Municipal Budget Officer Martina R. Lanzaderas and three personnel from the accounting department, namely: Teodomiro P. Coritico, Genara L. Comidoy and Charlene T. Peña received the awards in behalf of LGU-Loon at the said Sulu Hotel.

Loon and the municipality of Midsayap, North Cotabato both share the distinction as the first municipalities in the country to implement the e-NGAS, while the LGUs of Trinidad, Bohol and Trento, Agusan del Sur also share top billing with Loon as local government units with the most updated budget reports.

Quite relatively unknown to non-budget and non-accounting people, the e-NGAS is an accounting software developed by the Commission on Audit to replace the old government accounting system used by local government units and national government agencies. It ensures correctness, reliability and timeliness in recording government financial transactions, and in generating financial reports in accordance with the policies and procedures of the New Government Accounting System. It runs on Microsoft SQL Server environment with security features to insure adequate internal controls.

Through the e-NGAS, staff or personnel of any government unit or agency are provided fast processing of voluminous documents making it possible to process or file reports or records in a matter of minutes which would normally take hours or even days to process. The system also allows access of agency personnel to up-to-date information involving financial data or transactions.

The implementation of the e-NGAS in Loon was preceded by an awareness seminar on the system in December 2004 through the coordination of Loon municipal accountant Arnulfo Relampagos and Vicky C. Quejada, head of the Government Accountancy and Financial Management Information System (GAFMIS) Region VII. -- www.theboholchronicle.com
