PBSP holds exposure trip to Tigum-Aganan, Sibalom-Baguingin watersheds

Iloilo City (1 July 2005) -- The Philippine Business for Social Progress (PBSP) led a group of watershed stakeholders in an exposure trip to the Tigum-Aganan and Sibalom-Baguingin watersheds last June 27-28, 2005.

The exposure trip was part of their learning experience in managing a watershed area as to structure, organization, private and public participation. It also included ocular views and small group discussions with different sectors and communities involved in the Iloilo watershed management.

The PBSP group was composed of three planning development officers, nine barangay captains and council representatives, nine from people organizations and two from the PBSP, Aidy Estrada and keni Fabia.

Before proceeding to the sites, the group listened to a briefing on the Iloilo Watershed Management Council, Social infrastructures and the people's initiatives of the Tigum-Aganan and the Sibalom-Baguingin Watersheds.

Leading the panel were Alimodian Mayor Juanito Alipao, Chairperson of the TAWMB, Mr. Mario Nillos of the Provincial Planning and Development Office, Foresters Francisco Gallego, Bernabe Garnace, and NIA Specialist Engr. Nilo Tribunsay, and MENRO of Pavia Mr. Amado Ortaliz. The Kahublagan sang Panimalay Foundation (KSPFI) facilitated the itinerary of the team.

After the briefing, the team proceeded to the site in Bgy. Bolo Maasin, where they interacted with the the KAPAWA, a people's organization which was granted the Community-Based Forest Management Area (CBMFA) by the DENR. The development of the organization was traced through the efforts of the Kahublagan sang Panimalay and the DENR. From there the team had a view of the headwaters of the Tigum river and the CBMFA Protected Area.

The team did not miss seeing the 35-year old mahogany at the Mahogany Park. This is the location of the reservoir of the Metro Iloilo Water District that pump potable water from the headwaters of the Tigum River, for the more than 300,000 resident-consumers in Iloilo City.

The highlights of the exposure trip were the learnings which the team gathered from their interactions with people's organizations in the municipalities of Oton and Leon, particularly the women's groups.

The exposure trip is a sharing of experiences on the effective management of watershed areas, taking into big consideration the partnership among LGUs, NGOs and Pos. (PIA 6)
