Poor Japanese in the Philippines

Special Investigator Jess Cañete of the Commission on Human Rights in Negros Oriental said he will write the Japanese Embassy in Manila, seeking any assistance possible for a broke Japanese national found to be overstaying in the Philippines for several years already.

This early, however, Cañete said an initial telephone conversation with personnel from the Japanese consulate in Cebu City had indications the Japanese government may not be able or willing to help the stranded Japanese national here.

Masayoshi Kokubu, 45, a plumber from Yokohama, Japan, is technically a candidate for deportation by the Philippines’ Bureau of Immigration for staying in the country without the necessary travel documents since 2002, said Cañete.

A visit to the Immigration office in Dumaguete on Monday afternoon showed that Kokubu owes the Philippine government about P140,000 in fines and penalties for failure to renew his tourist visa, by which he had entered the country about eight years ago, said Cañete.

Cañete, however, has pleaded to the Immigration office here to allow him custody of Kokubo and not subject him to the regular deportation proceedings considering the “unique” circumstances which have left the man destitute and penniless.

Kokubo is claiming that his live-in Filipino partner, with whom he has a three-year old daughter, had left him in 2007 after he went broke and could no longer support the family.

Some three months ago, he claimed he was forced to leave his house (made of indigenous materials) following some stoning incidents, and since then, neighbors said he was wandering in the fields until he found a shed where he had slept since, said Cañete. Kokubu was subsisting on guavas and whatever little food the neighbors could spare for him.

“It is not like he intended or wanted to be in this situation, he is just a victim of these horrible circumstances,” said Cañete.

Cañete also noted Kokubu’s willingness to go back to Japan despite a little reluctance in leaving behind his daughter.

Monday’s scheduled dialogue between Kokubu and his estranged partner, Rosalinda (not her real name) did not materialize after the woman failed to show up for unknown reasons.

Another Japanese national, Minami Toshimichi, and his Filipina wife, Mila, meanwhile, appeared in the same meeting to give snippets of information about Kokubu’s life in Sibulan. The couple, however, said they were not privy to the fallout between Kokubu and Rosalinda as they live several kilometers away from them.

Toshimichi and Kokubu had met in Manila several years ago, which led to Kokubu’s arrival in Sibulan, also the hometown of Minami and Mila.

Cañete said what is important now is to find all possible venues to have Kokubu sent back to Japan in a safe and sound manner.

According to Cañete, a lady friend and her Japanese husband have already promised to shoulder the airfare of Kokubu in returning to Yokohama.
