The Cebu Provincial Board (PB) has approved two resolutions supporting the move to convert the Municipality of Balamban in Cebu’s western seaboard into a city.
Cebu PB Member Alex Binghay said Balamban meets all the requirements required by law to be a city.
Binghay, who is a former mayor of Balamban and now represents Cebu’s third district in the PB, sponsored the two approved resolutions yesterday, to make his town a city, and to ask Rep. Pablo John Garcia (Cebu, third district), to pass a House bill for the purpose.
Binghay said he was reluctant to sponsor the resolutions at first because of the change of the tax level requirements.
But he said if Balamban becomes a city, its income will grow significantly.
He said once Balamban becomes a city, its charter will include provisions that will attract investments to the area.
Balamban hosts Tsuneishi, the
biggest shipbuilding company in Cebu, which employs 13,000 highly-skilled workers.
Binghay’s resolutions were co-sponsored by his son-in-law, PB Member Ian Zambo.
Binghay pointed out the Local Government Code of 1991 stated a town may be converted into a city if it has a local average annual income of P100 million for the last two consecutive years.
It also required a population of not less than 150,000 and a contiguous territory of at least 100 square kilometers.
He said his town has a total land area of 33,700 hectares, 55 percent of which is classified as alienable and disposable lands. The remaining 44.51 percent is classified as timberland.
He said his town has a local income of P126.4 million.
Another company will build its plant in Balamban, an Ausralian firm that
builds aluminum ships.
He said the company already had a P10-billion contract with the
United States Navy for building military support ships.
