Illegal bails of relief clothing did not pass Dumaguete port

DUMAGUETE CITY, March 9 (PNA) -- The Bureau of Customs (BOC) in Dumaguete City has clarified that the shipment of more or less 80 bails of used clothing that were confiscated by the National Bureau of Investigation (NBI) Wednesday did not pass through the port of Dumaguete.

Customs deputy collector Datu Camad Ali issued the statement Thursday following insinuations the shipment could not have reached the city without the knowledge of port authorities.

NBI special investigator Ma. Contessa Lastimoso disclosed a lot of agencies are involved in the shipment but primarily it is the Bureau of Customs that has jurisdiction over the matter.

She said some of the stocks arrived in Dumaguete passing through a lot of seaports to include Manila, Bacolod and Mindanao.

How the shipment got to Dumaguete is now a subject of an investigation.

The same information was also provided by persons who were present during the service of the search warrant against Romeo Omictin.

NBI special investigator Lastimoso will be requesting the court to retain only a number of bails of the confiscated used clothing to form part of their evidence in filing the complaint before the courts because they do not have a storage facility and that it is up for the court to decide on its disposal, either through the Department of Social Welfare and Development or the local government unit.

According to Lastimoso, the law provides that used clothing and rags confiscated by law enforcement units shall be burned in the presence of representatives from the general auditing office, Department of Finance and the Office of the President without the forfeiture proceedings provided for in RA 1937, if the law is to be strictly enforced.
