A broadcaster has filed before the Department of Justice (DOJ) a criminal complaint for illegal detention against the the city prosecutor of Dipolog, the city police chief and some local officials.
Ryan Duga-duga Uy, reporter-broadcaster of radio station DXFL-FM, also asked the DOJ to conduct a preliminary investigation against the City Prosecutor of Dipolog City, as well as the city police director Supt. Reynaldo Maclang and some local government officials.
In his complaint, Uy said that he lost trust and confidence in the City Prosecutor's Office of Dipolog, headed by Prosecutor Felix Rendoque.
Uy stressed that his rights were violated under DOJ Circular Order No. 61 after he was denied of his constitutional right to due process of law for alleged violation of Section 20 of Republic Act 9165, otherwise known as the Comprehensive Dangerous Drugs Act of 2002.
The complaint stated that on Oct. 29, 2010 three unidentified men allegedly blocked the path of the broadcaster, mauled him, framed him up and detained him at the police detention cell in Dipolog City.
After the lapse of 84 hours, Uy said, no charges were filed against him, adding that, there was no sufficient basis to substantiate the charges filed later against him.
Uy claimed he was detained illegally based on the affidavit submitted by Zamboanga del Norte Gov. Rolando Yebes.
In his affidavit, Yebes said that the mauling incident and the arrest made against Uy were not recorded in the police blotter, including the injuries sustained by the broadcaster. (PNA)
